MALAYSIA READY TO WELCOME INTERNATIONAL TRAVELLERS AS BORDERS FULLY REOPEN ON 1 APRIL

PUTRAJAYA, 11 March 2022 – Malaysia is all set to welcome back international travellers after the government announced the full reopening of its borders for the first time after nearly two years of COVID-19 pandemic-related closures as the nation is transitioning to endemic phase, beginning 1 April 2022.

Fully-vaccinated travellers can enjoy quarantine-free travel and are only required to take the COVID-19 RT-PCR test two days before departure and undergo professionally administered RTK-Ag within 24 hours upon arrival in Malaysia.

To ease the entry process to Malaysia, travellers with valid travel documents can enter Malaysia by downloading and activating the MySejahtera contact tracing app (from Apple App Store, Google Play Store or Huawei AppGallery) and completing the pre-departure form under the ‘Traveller’ icon without the need to apply for MyTravelPass, which will be abolished.

However, international travellers who are not fully vaccinated must undergo five-day quarantine upon arrival. Meanwhile, children and young people aged 12 to 17 are allowed for quarantine-free entry and only need to undergo professionally administered COVID-19 RTK-Ag within 24 hours upon arrival in Malaysia.

The use of face masks in public places and MySejahtera check-in at premises remain in place as standard practice under the endemic phase, especially in confined areas with large crowds. The government also set out the return of full-capacity activities even though physical distancing would still be encouraged.

YB Dato’ Sri Hajah Nancy Shukri, Minister of Tourism, Arts and Culture Malaysia said, “We are delighted with the latest government’s announcement for the resumption of international travel, and look forward to engaging with airlines and travel trade to ramp up marketing efforts to promote Malaysia as a safe travel destination.

“With the upcoming reopening of international borders, it is timely for our marketing agency, Tourism Malaysia to implement its Strategic Plan 2022-2026 in undertaking strategic transformation, forging smart partnerships, enhancing tourism promotion and optimising its strategic communication as well as media engagement,” Nancy said.

Malaysia scraps MySejahtera Traveller Card requirement

From 1 August, foreigners will no longer be required to complete the Traveller Card in MySejahtera before departure to Malaysia.

Malaysia will further ease its border measures by eliminating the Traveller Card requirement for foreigners from Monday, 1 August 2022.

The Traveller Card requirement was previously scrapped for Malaysian citizens on 4 July 2022, and with pre-departure and on-arrival testing not required for fully vaccinated individuals, travel effectively returns to pre-COVID conditions.

Traveller Card requirement to be scrapped

Currently, foreign travellers to Malaysia are required to download the MySejahtera app ( Android | iOS ) and compete the in-app Traveller Card. This requires information like passport details, purpose of travel, and flight/accommodation details. The completed Traveller Card needs to be shown during check-in, and possibly on arrival.

From 1 August 2022 , the Traveller Card will no longer be required. Travellers need only upload their vaccination certificate (if fully vaccinated) or pre-departure test result (if unvaccinated or partially vaccinated) to the MySejahtera app.

On-arrival tests and quarantine still apply to unvaccinated or partially vaccinated travellers, as summarised below.

All travellers will be thermal screened on arrival, and subject to further tests if found to be unwell. 

Returning to Singapore

Thanks to the Vaccinated Travel Framework which took effect from 1 April 2022, the only requirement for fully vaccinated travellers to Singapore is to complete the SG Arrival Card.

This applies to all travellers regardless of nationality, unless they are Singapore Citizens, Permanent Residents or LTP holders entering from the land border with Malaysia.

Unvaccinated or partially vaccinated travellers aged 13 and over will face stricter entry requirements, as summarised below.

Malaysia will do away with the Traveller Card requirement completely from 1 August 2022, further reducing the administrative burden for travellers.

But please stop writing things like this:

‘travel effectively returns to pre-COVID conditions.’

You’ve written this in many blog posts recently.

This is simply untrue.

As long as there is still discrimination against unvaccinated travelers and there are ANY restrictions still in place (like mandatory mask wearing on the plane or in other locations or forced quarantine), we are still very far away from pre-Covid normality.

Let’s call a spade a spade:

This is an improvement but ALL restrictions must go away before we can speak of ‘normality’ again.

Biggest annoyance of a vaccination requirement is that some airlines still inhibit online check-in boarding pass issuance when vaccination status has to be verified at the counter. Makes it hard to arrive very early or very late at a non-hub airport when travelling without checked baggage.

At least SQ allows online verification now.

KUALA LUMPUR: Air passenger traffic in Malaysia rose 12.7% year-on-year (y-o-y) to 8.7 million in August 2024, driven by a surge in international travel.

Compared to the previous month, however, there was a 1.5% decrease from July's 8.8 million passengers.

According to the Malaysian Aviation Commission (Mavcom), international air passenger traffic amounted to 4.5 million passengers, contributing to 51.4% of the traffic. This represented a 24.7% y-o-y increase and a 1.7% improvement over the preceding month of July 2024.

The aviation commission said notable new routes launched in August include flights from Kuala Lumpur to Ningbo, Karipur, and Guwahati, as well as from Kota Kinabalu to Ningbo and Bali.

"The introduction of visa exemptions for tourists from China and India, coupled with these new connections, has significantly increased international traffic, bringing August 2024's figures to 90.2% of the traffic levels recorded in August 2019, with international routes leading the recovery," it added.

Meanwhile, domestic air passenger traffic stood at 4.2 million passengers, representing a 2.2% y-o-y increase and a 1.3% decrease from July 2024.

This brought the total air passenger traffic for the first eight months of the year to 64.1 million passengers, in line with Mavcom's forecast.

"The August 2024 traffic figures reflect the resilience and continued momentum within Malaysia’s aviation sector, particularly in international travel.

"Despite a modest monthly decline, the strong year-on-year growth underlines the sector's robust recovery," said Mavcom executive chairman Datuk Seri Saripuddin Kasim.

He said Mavcom is optimistic over the sector's ability to meet its full-year passenger forecast.

"Mavcom remains committed to ensuring the sustainable growth of the sector while empowering industry players to maintain high service standards as we safeguard consumer rights," he added.

Mavcom also reported growth in air passenger traffic in major airports from the previous year.

KL International Airport recorded a 20.1% y-o-y increase while Penang International Airport's traffic expanded 11.9%.

Langkawi International Airport reported a 8.3% increase, while Senai International Airport and Kota Kinabalu International Airport posted y-o-y increases of 4.4% and 9%, respectively.

Year-to-date, the international passengers in Kuching International Airport (KCH) experienced significant growth of 25% y-o-y.
