Exciting new vision for Welsh visitor economy

First Minister Mark Drakeford and Deputy Minister for Tourism Lord Elis-Thomas will today unveil an exciting future for the visitor economy in Wales.

The Welsh Government will publish its five-year plan to grow the visitor economy, focusing on Wales’ strengths – its landscapes, culture and places.

The new plan – Welcome to Wales: Priorities for the Visitor Economy 2020-25 – will be backed by two funds to support the industry: A new £10m fund - Brilliant Basics to support the all-important tourism infrastructure which will complement the £50m Wales Tourism Investment Fund focusing on high-quality, reputation-changing products.

Welcome to Wales and the new funding will help to tackle some of the main challenges facing the tourism industry in Wales – seasonality, spend and spread.

Launching the new vision today in Porthcawl, First Minister Mark Drakeford said:

“Over the past decade, tourism in Wales has been transformed, but there’s room for further growth in our visitor economy and we want to support that. 

 “Our new plan, with its priorities, strike the right balance between economic growth and our wider wellbeing as a country. We want to develop high-quality, year-round experiences, which are good for visitors and host communities. Sustainable growth can deliver health, environmental and cultural benefits by protecting and promoting our strengths.

“There are challenges facing the industry, including from Brexit. We believe the best response is to continue with our core business – to recognise tourism’s ongoing potential to act as a bedrock for the Welsh economy in projecting a positive message of and from Wales.”

Welcome to Wales highlights two main ideas of ‘Bro’ and ‘Byd’ – getting tourism right at a local level and ensuring the Welsh tourism offer can compete on the international stage.

The main actions over the next five years include:

  • A £10m fund to invest in Brilliant Basics to support the all-important tourism infrastructure, which is part of delivering a high quality visitor experience from 2020-25.
  • A focus on high quality, reputation-changing products. A £50m Wales Tourism Investment Fund – delivered in partnership with the Development Bank of Wales – to help finance reputation capital investment projects.
  • Building on the success of the Events strategy, Event Wales will be set up to develop, grow and attract cultural, business and sporting events. This recognises the vital all-year role events play in attracting people to Wales.
  • Visit Wales will focus on products and on developing experiences, which reflect Wales’ stand-out strengths as a country.
  • Visit Wales will focus more of marketing efforts on growing off-peak tourism, encouraging people to spend more in Wales and spread the benefit of tourism.
  • Two new themed years will be announced for 2022 and 2024.

Nearly one in 10 people across Wales works in tourism, which brings jobs to people throughout Wales. Tourism is on track to meet the 10% growth target set seven years ago – Wales has welcomed record numbers of UK visitors over the last five years and the value of domestic tourism grew by 14% last year.

Lord Elis-Thomas, Deputy Minister for Culture Sport and Tourism, said: 

“We want to build on our recent success and by 2025 we want to be known as a place that offers world-leading adventure, creative culture and language and outstanding, protected landscapes – and a place that wants to look after them for future generations.

“I’d like to thank the industry for the part it has played in developing this new plan and its priorities. 

“It has been very clear that the long-term growth of our own sector relies on caring for the things that attract people here in the first place. It is also what future markets will expect.”

The launch takes place at the newly opened, Rest Bay Watersports Centre, Porthcawl which is part of  Visit Wales’ Tourism Attractor Destination programme, supported by £2.55m of EU and Welsh Government funding.  Joining the First Minister and Deputy Minister for Tourism will be members of the industry which will also take part in a panel discussion led by adventurer and presenter Lowri Morgan.  The Panel includes: Ben Clifford – Surfability; Paula Ellis - Retreats Group; Tracey Evans – Outdoor Partnership; Andrew Campbell  - Wales Tourism Alliance and Huw Stephens – presenter and DJ

Being present and focused in the moment, while simultaneously being outdoors in the fresh air and exercising — the benefits are incredible.  The techniques we’ve developed in Wales are becoming part of the worldwide standard. Our own community benefits, too. Our volunteers get the chance to work with people in their community, making it a better place.”

Andrew Campbell, Wales Tourism Alliance , said: “Effective engagement between the private and public sectors is hugely important. Success depends on partnership and collaboration, so we need to forge relationships that make the best possible use of resources. The objectives of any priorities plan will be better achieved if we all collaborate closely. We’re all on the same journey together. We need to work in a greener and more environmentally efficient way, but sustainability also means sustaining communities. Tourism creates jobs in places that other industries don’t. This sector deserves to be taken seriously.”

Main aspects of the plan

Outstanding visitor experiences

  • A £10m fund has been announced today to invest in Brilliant Basics to support the all-important tourism infrastructure which is part of delivering a high quality visitor experience.  This funding will also be used to ensure that Wales is an inclusive and accessible destination for all.
  • Visit Wales will work with the industry to support an industry led Tourism Skills Partnership to explore a range of ways to raise status of the sector to future generations of workers.

World Class Products and places

  • A £50m Wales Tourism Investment Fund (WTIF) – delivered in partnership with the Development Bank of Wales – will help finance reputation capital investment projects.
  • In recognition of the vital role events play in in attracting people to Wales and building on the success of our Events Strategy we will establish Event Wales to also encompass business events.  An ‘Event Wales’ conference in the spring of 2020 will be an opportunity to engage further with the sector, in order to help shape the future and take account of an ongoing independent review of the events criteria
  • Visit Wales will move to focus on products and on developing experiences that reflect Wales’s stand-out strengths as a country - these are Outstanding Natural Landscapes, Creative Culture and Epic Adventure.  Initially the focus will be on the Wales Coast Path, Offa’s Dyke and National Trails; Golf; Heritage Tourism and Film and TV; Mountain Biking and Cycling.

An Innovative Cymru Wales Brand

  • We will continue to deliver a bold and integrated brand for Wales, harnessing tourism’s potential to present Wales to the world as a welcoming, vibrant destination.
  • Visit Wales will commit resources to ensuring that digital first marketing efforts are focused on growing off-peak tourism, encouraging people to spend more in Wales and is spreading the benefit of tourism and tackling over-tourism by inspiring visitors to discover more of Wales.
  • Visit Wales will launch a major new campaign for Wales for the next 3–5 years and announce new themed years for 2022 and 2024.

£10m Welsh Tourism Improvement Fund Opens to Applications

Welsh Government has launched a new £10 million fund to support public, third sector and not for profit organisations to deliver basic small scale tourism infrastructure improvements.

The Brilliant Basics Fund will ensure that all visitors to Wales have a positive and memorable experience throughout their stay.

This fund builds upon the previous rounds of funding via the Tourism Amenity Investment Support scheme (TAIS), which was launched in 2017.

Under the previous TAIS funding rounds, only rural wards in Wales were eligible under the RDP rules. Now, with the addition of non-EU funding, the scheme is being extended to those areas outside of the rural wards as part of the new Brilliant Basics Fund.

Public, third sector and not for profit organisations in Wales are eligible to apply.

A total of up to £10m has been made available for 2020 to 2025.

Support of between £25,000 and £128,000 is available for projects with a total eligible expenditure of £160,000, with a maximum intervention rate of 80%. 

The deadline for expression of interest forms is 28 February 2020.

Sport Wales Grant Funding

Be active wales fund.

The Be Active Wales Fund is a grant, funded by the National Lottery, that supports sports clubs and community organisations across Wales to improve access to physical activity. It offers grants from £300 to £50,000 to support projects that promote equality, sustainability and innovation in sport.

The Be Active Wales Fund will support:

  • purchasing equipment that allows more people to participate in sport
  • upskilling volunteers in areas where your club lacks expertise or experience
  • development of innovative projects that promote physical activity in new or different ways
  • clubs utilising technology to engage more people in physical activity
  • outreach aimed at people who are currently under-represented in sport and physical activity

To be eligible for the Be Active Wales Fund, your organisation must:

  • be a not-for-profit sports club or community organisation
  • take place in Wales and be primarily for Welsh residents
  • be funding projects or activities that have not yet started
  • use the funds for the community as a whole, not just for the benefit of a specific school
  • meet requirements of the Expression of Interest form
  • promote equality, sustainability, and innovation in sport projects
  • demonstrate how the project will increase access to physical activity

Crowdfunder – A Place for Sport

Sport Wales has partnered with Crowdfunder to support community clubs and activities to raise money for facility improvements. 

The scheme is for not-for-profit clubs, voluntary or community-based organisations that deliver or enable sport and/or physical activity in Wales. It is to be used for those looking to raise money for ‘off-field’ improvements. For example: 

  • Changing rooms
  • Clubhouse renovations
  • Improved kitchen facilities to gain more income
  • Bike racks and storage
  • Lifts and ramps for better disability access
  • Solar panels
  • New fencing

As part of the scheme, Crowdfunder will provide support and advice for your fundraising project. In addition, if your Crowdfunder page has reached certain criteria Sport Wales will match fund between 30% and 50% of the total raised, up to a maximum of  £15,000 match-funding

Coalfields Community Grant Programme (Wales) The Coalfields Community Grant Programme has invested over £20 million in community and voluntary sector projects since 1999, targeting communities most in need. We provide grants (from £500 – £7,000 revenue or capital) to community organisations to support projects in Welsh coalfield communities that create jobs, increase skills, improve health & well-being, broaden childcare provision or develop community facilities. A Wales Grant Assessment Panel meets quarterly.

Principality Building Society Retrofit for the Future Fund

he Principality Building Society Retrofit for the Future Fund is a Wales wide fund set up in partnership with Principality Building Society with the aim of improving the environment in Wales.

This fund will support organisations across Wales to improve their energy efficiency by retrofitting buildings or purchasing equipment that will make a building or community space more environmentally friendly and/or environmentally efficient.

We will prioritise organisations and projects that are increasing accessibility to those who are underserved or vulnerable. This includes projects supporting individuals from protected characteristic backgrounds 2010 Equalities Act and individuals from the most deprived communities in Wales. We would expect to see an energy survey that shows the building is both suitable for the upgrade and likely to see energy saving benefits as well as having a positive environmental impact due to the installation of this upgrade.

Examples of environmental upgrades we will consider:

  • solar panels or heat pumps
  • energy efficient lighting
  • battery storage

North Wales Community Fund

Charities and community organisations in North Wales can now apply for a share of £3,000 from the new North Wales Community Fund. Three groups will each receive £1,000.

This initiative, launched by Go North Wales, part of North Wales Tourism, and holidaycottages.co.uk, aims to support local groups making a positive impact in the community.

Wooden Spoon Funding

Since 1983, we have committed in excess of £31 million to 1,465 projects, and have supported over one and a half million children and young people living with a disability, who are disengaged, or who are disadvantaged.

If your project is in the UK or Ireland and shares our aim of making a positive impact on the lives of children and young people, it may be eligible for a Wooden Spoon grant (Wooden Spoon project beneficiaries must be a group. Wooden Spoon cannot make grants to individuals).

If a project is a physical, tangible asset, of a permanent nature the following must apply:

  • It must have a minimum predicted life-span of five years, be non transferable and of a permanent nature
  • Grants will not be considered for salaries, administration costs, professional fees and on-going overheads related to a capital project

If a project is educational or disability sports focused the following must apply:

  • It must have a clearly defined project brief to include detail on: description of project need and objectives, stakeholders, description of participants (age, gender, geography), recruitment of participants, project activity and budget, legacy planning, monitoring and evaluation and finally reporting to Wooden Spoon.

Welsh Government Future Proofing Fund

Micro, small and medium-sized businesses in the retail, hospitality, and leisure sectors can now check if they are eligible for Welsh Government funding to help them reduce their running costs. 

Grants of between £5,000 and £10,000 will be available through the Welsh Government’s Future Proofing Fund to help businesses to invest in renewable energy technology, carry out improvements to the fabric of business premises, and upgrades to systems or machinery to reduce energy use.

To apply for the funding, the business must:

  • be located in Wales and employ people in Wales; 
  • employ between 1 and 249 people;
  • have been trading since before 1 April 2023;
  • operate from a property with a rateable value between £6,001 and £51,000; and
  • either own or are leasing the business premises on a minimum 3-year lease that extends beyond 1 April 2026.

Funding for Projects that Support Disadvantaged and Disengaged Young People (England & Wales)

Registered charities in England and Wales can apply for funding for projects that help disadvantaged and disengaged young people. Priority is given to projects designed to help disadvantaged and disengaged young people in the age range of 16 to 30, in England and Wales to pursue pathways to Education, Training and Employment. There is no minimum or maximum amount and projects can be funded for more than one year. The next closing date for applications to the Peter Cruddas Foundation is the 1st September 2024.

Grants of up to £5,000 Available to Charities Supporting Vulnerable & Disadvantaged People (UK)

The Leathersellers Company is currently seeking applications from small Charities and Charitable Incorporated Organisations that are providing vital services for vulnerable people in deprived communities across the UK. The Small Grants Programme will award grants of up to £5,000 to organisations with an annual income of less than £200,000. Partnerships are encouraged. The number of applications will be capped and accepted on a first-come, first-served basis. The Committee will meet regularly to ensure charities receive a decision within a month of submitting their application. There are 10 application windows throughout the year and each window will close when 45 applications have been received.

Funding for Projects that Address Severe Learning Disabilities (UK)

UK charities, voluntary organisations, and schools can apply for grants to help both children and adults suffering from severe learning difficulties, together with autism. The funding is being made available through the Baily Thomas General grants programme, and can be used to purchase equipment, support capital works as well as cover project and core costs. Previous grants have been used to support capital works for residential, nursing and respite care, and schools; employment schemes including woodwork, crafts, printing and horticulture; play schemes and play therapy schemes; day and social activities centres; support for families, including respite schemes; independent living schemes; support in the community schemes; and Snoezelen rooms. The next deadline for applications seeking funding over £9,000 is the 1st August 2024. Applications for £9,000 and below can be submitted at any time.

The National Archives Grants and Funding

The National Archives’ Grants and Funding Office offers an array of funding opportunities for archives, including grants for collections at risk, resilience, cataloguing, skills, innovation and engagement. A new funding programme was launched in June 2023, and a webinar is now available to watch that includes an overview of their funding offer:  The National Archives: our grant programmes for 2023-24 .

Welsh Water Community Fund

Welsh Water know that their work can sometimes cause disruption in the communities they are working and want to give their customers and local groups the opportunity to make a difference in the communities they live, by offering funding of up to £5,000 towards a community project of their choice.

Examples of projects that could receive funding include:

  • Improvements to the environment or local community initiatives promoting health, wellbeing and environmental objectives.
  • Activities undertaken by registered community groups – specifically with health, wellbeing, cost of living support and environmental objectives.
  • Improving and supporting local education activity for example water efficiency, environmental, innovation benefits.

Priority will be given to those projects where Welsh Water are, or have been, working.

Examples of charities eligible to apply:

  • Charitable Trusts – registered charity 
  • Housing associations, sporting clubs, co-operatives
  • Friendly Societies – working men’s clubs, benevolent societies
  • Unincorporated Association – self-help groups, small organisations
  • Excepted Charities – boy scouts/girl guides/ beavers/ brownies
  • Voluntary Sector service providers – volunteer centres

Cymru Football Foundation Fit-For-Future Facilities Fund

The Cymru Football Foundation’s Fit-For-Future Facilities Fund is now open!

Available to football clubs, local authorities and charitable organisations across Wales, small and large grants are available to support projects that will benefit communities across the country. 

The fund provides grants for a range of different criteria including, but not limited to: 

  • New or upgraded grass pitches
  • Small-sided artificial pitches
  • New or upgrades to existing changing rooms or clubhouses

Early applications are encouraged, and independent decision-making panels will take place through the application window that closes on 29 th March 2024.

Grants to help small charities and social enterprises – Business Wales

The Fore’s next funding round will be opening 6 December 2023 with a short deadline of the 13 December 2023.

They offer unrestricted grants of up to £30,000 to help small charities and social enterprises develop, grow or become more sustainable.

Successful applicants will receive:

  • A grant of up to £30,000 of unrestricted funding spread over 1 to 3 years
  • Access to free, highly skilled support provided by experienced professionals
  • Access to a programme of skills training workshops, covering areas such as fundraising, communications, finance, strategy and more
  • A fully funded place on an impact measurement course

Actif Innovation Fund

The fund is a targeted commissioning fund, made available by Sport Wales to enable Actif North Wales to commission organisations to help deliver its strategic priorities.

The aim of the fund is to complement the Actif strategy through innovative projects aimed at removing inequalities to enable more people to take part in physical activity and sport.

What is the fund’s focuse?

  • Children and young people who share protected characteristics or face inequalities, including:
  • Girls (up to 25 years old)
  • Disabled children and young people or those with an impairment
  • Children and young people from ethnically diverse backgrounds
  • Children and young people living in poverty, whether urban or rural poverty
  • Children and young people from the LGBTQ+ community

The purpose of the fund is to enable Actif North Wales to test and pilot new and innovative ways of delivering local and regional impact through collaborative partnerships. Actif will support organisations who can play a part in supporting the successful implementation of the Actif vision, strategy, and priority areas.

Personal Best Foundation Small Grants Fund

As part of their call for evidence, Personal Best Foundation will also be seeking to award several small grants of between £500 and £2000 specifically to support club or community programmes that are already actively supporting children and young people from under-served communities.    

• Stage 1: expression of interest  If you would like to be considered for a small grant (up to £2,000) to help support, enhance or widen the reach of your current activity, please confirm your expression of interest by ‘opting in’ when prompted on the form below.

• Stage 2: full application All expression of interest submissions will be reviewed in September and those short-listed will be invited to the second stage of the application process. At this stage we will require more detail about how the funding will be used to support or enhance your activity.

Sporting Heritage Community Grant Fund

Each year Sporting Heritage run a Community Grant fund to help organisations fund activities to celebrate National Sporting Heritage Day.  This year they are particularly interested in hearing from community and grassroots sports organisations and groups who can help promote this year’s theme of celebrating community in sport.

Culture Grant Scheme

New £455,000 Welsh Government Grant Scheme to support Black, Asian and minority Ethnic community-led and grassroots cultural activities.

Diverse Cymru have announced that they are managing the  Welsh Government’s Culture Grant Scheme for Grassroot Organisations  and that the scheme will be open for applications in mid-August 2023.

Groups and organisations will be able to apply for funding up to £30,000 depending on the size and constitutional status of the group and will support a range of projects and groups that reflect the diversity of Wales’s communities including, but not exclusive to visual art, community art, dance, carnival, festivals, performance, literature, and music.

Magic Little Grants by Local Giving

After successfully distributing £500 grants to 2,650 charitable organisations in 2022, the scheme is set to be even bigger and better than ever before for 2023… you won’t want to miss out! 

The application window will be open from 1 March until 31 October.

With a simple 20-minute application process and an outcome within six weeks, the Magic Little Grants fund reduces the work required for grass-roots organisations to access the funding they need to launch or strengthen their services. The following criteria apply:

  • Organisations must either be in their first year of operation or have an annual income under £250,000.
  • Funding can be used to launch new projects, support existing ones, or cover core costs associated with ongoing work.
  • Organisations and the projects for which they apply must be located within England, Scotland, or Wales.

This year Magic Little Grants will be funding more organisations than ever before and will still be spreading this funding out far and wide across the country.  Applicants may apply for funding for projects under one of the following themes

  • Providing support to improve mental health.
  • Enabling participation in physical activity.
  • Enabling participation in the arts.
  • Preventing or reducing the impact of poverty.
  • Supporting marginalised groups and tackling inequality.
  • Improving biodiversity and responding to the climate emergency.
  • Improving green spaces and increasing access to the outdoors.

Please note that schools are eligible to apply if they are a registered charity. Groups in Northern Ireland are not eligible to apply for this funding. Groups may only apply once in 2023 for a grant.

If your business has been trading for two years or more you can apply for a green business loan from £1,000 up to £1.5 million. Discounted fixed interest rates are available to help make the loans more affordable.

UK Youth Fund in partnership with Pears Foundation

The cost-of-living crisis is having a profound and devastating effect on young people and the youth organisations they depend on as they struggle to keep up with the rising cost of inflation.

Already youth organisations are having to cut back on delivery or staff costs and in some cases, are closing their doors. This will result in a vital part of the youth ecosystem falling apart, unable to provide critical support to young people and impacting the key stages of young people’s lives.

This new fund is a three-year unrestricted grant programme aimed at mitigating the devastating impact the cost of living crisis is having on the youth sector.

The UK Youth Fund in partnership with Pears Foundation will provide targeted funding to youth organisations delivering high quality youth work to ensure doors stay open, bills get paid and youth workers receive the salaries they deserve. This will help to ensure young people continue to be supported at this most difficult of times by the youth organisations and youth workers on whom they’ve come to depend.

National Lottery Awards for All Wales

National Lottery funding can help you to make a difference in your community. We offer funding from £300 to £10,000 to support what matters to people and communities.

We’re here to support communities with the things that are important to them including:

Recovering, rebuilding and growing following the Covid-19 pandemic.

In 2023 we can help you celebrate the national events that are important to your community including the Coronation of His Majesty the King, the Eurovision Song Contest in Liverpool, and the 75th Anniversary of Windrush.

  • Area: Wales
  • Suitable for: Voluntary or community organisations
  • Funding size: £300 to £10,000

You can apply for funding to deliver a new or existing activity or to support your organisation to change and adapt to new and future challenges. In order to support communities, we fund projects and organisations which aim to:

  • bring people together and build strong relationships in and across communities
  • improve the places and spaces that matter to communities
  • help more people to reach their potential, by supporting them at the earliest possible stage.

In addition to meeting one or more of the above funding priorities we are also able to fund projects that:

  • support people, communities and organisations that are facing increased demands and challenges as a direct result of the cost-of-living crisis.

The Millennium Stadium Charitable Trust

The Trust supports projects in the Arts, Community, Sport and the Environment.

The Scheme is open to receive Local (£2500) and Regional (£7500) applications until 1/3/2023

The Trust provides financial support to inspiring projects throughout Wales.

The Trust was established through an agreement between The Millennium Stadium plc and the Millennium Commission. The Trust’s income is generated through a levy on every ticket purchased for public events at the Stadium.

The Trust is an independent Charitable Foundation and is administered by a board of voluntary Trustees. Trustees are selected throughout Wales and represent varying worlds of sport, the community, business, youth groups, the arts and the environment.

The Trust is an all Wales organisation and regardless of the public event being held at the Stadium, all funds distributed by the Trust are spent in Wales.

Dickie Bird Foundation

The vision of the Foundation is to assist young people under 16 years of age to participate, to the best of their ability, in the sport of their choice irrespective of their social circumstances, culture or ethnicity and to ensure that, in doing so, they improve their chances both inside and outside sport.

Dickie and the Trustees raise all funds at events supported by volunteers and generous patrons. No money is received from Government or Councils. Therefore, Grants provided by The Foundation are limited to no more than £500 per individual so that we can spread our funds widely to the neediest individuals.

Grants are ONLY payable to disadvantaged children aged under 16 for essential sports equipment and clothing. Travel or coaching are not payable. Payment is for individuals therefore teams/groups should not apply.

Talent Cymru

Sport Wales no longer administrates a specific Talent Cymru stream of funding. Enquiries should be directed to your Governing Body.

Many National Governing Bodies (NGBs) in Wales receive a National Lottery funded performance award from Sport Wales. As part of this award National Governing Bodies can choose to provide direct support to athletes towards the costs of competition and preparation. The scale and mechanisms for this are a matter for individual NGBs and each NGB that provides direct athlete support will have its own criteria.

Community Facilities Programme

The Community Facilities Programme is a capital grant scheme operated by the Welsh Government. Grants are available at two levels; small grants of under £25,000 and larger grants of up to £300,000. Grants can be used to improve community facilities which are useful to, and well used by, people in the community.

The Programme is open to community and voluntary sector organisations, including social enterprises. The focus of the programme is on increasing opportunity, creating prosperity for all and developing resilient communities where people are engaged and empowered. All applicants are expected to be working with partners which can come from the public, private or the third sectors.

The lead applicant must be a community or voluntary sector organisation. For example a community group, a registered charity or a social enterprise. We are keen to encourage partnership working and therefore require applications which include public, private or third sector partners.

As a minimum requirement the main applicant/lead organisation must be able to show that they are an organisation which has:

  • A constitution or set of rules, dated and signed as adopted by the Chair, or other senior office holder on behalf of the Board or Trustees;
  • A bank account, in its own name, which requires at least two (unrelated) signatories;
  • Evidence to show that any profit distribution is minimal i.e. restricted to the return of capital invested with minimal interest. This policy should be detailed in your organisation’s constitution or rules;
  • Less than £150,000 in unrestricted reserves. Applicants with more than £150,000 in unrestricted reserves must also provide information on the organisation’s reserves policy. This should include whether any of these funds are being invested in the project and if not, the reason why not.

Cymru Football Foundation

The launch of the Cymru Football Foundation is the start of another exciting chapter in Welsh football. The new charity will support the development of football facilities through investment, assistance and guidance.  

The Cymru Football Foundation will deliver the Football Association of Wales’ (FAW) commitment to develop inspirational fit-for-future football facilities that will improve and grow Welsh football on and off the pitch and is preparing to undertake the largest programme of funding in the history of Welsh football.  

The priorities of the Cymru Football Foundation will be to support projects that: 

  • Enable stronger and sustainable community focussed clubs 
  • Grow opportunities and improve experiences for women and girls   
  • Support wider community needs and tackle inequalities  

To mark the launch of the Cymru Football Foundation, two grant programmes have become active:  

Fit-for-Future Equipment Fund 

  • Funded by the FAW and UK Government (DCMS)  
  • Small grants up to £30,000 available covering essential equipment from goalposts to pitch maintenance equipment  
  • Closing date: 30 November  

Fit-for-Future Facilities Programme  

  • Large and small grants up to £300,000 supporting capital projects from grass-pitch improvements to changing room developments  
  • Closing date: 6 January

LGBT+ Futures: Equity Fund

Consortium and its Community Collaborators, working in partnership with The National Lottery Community Fund, are delighted to announce the launch of the LGBT+ Futures: Equity Fund. This Fund has been enabled thanks to National Lottery players.

And, thanks to additional funding from Comic Relief, we are able to provide grants to user-led LGBT+ organisations based in one of the devolved nations. £90,000 is available through small grants to grassroots groups and organisations who are run by and for one or more of our 5 communities of focus, whcih are:

  • D/deaf, Disabled, Neurodivergent LGBT+ people.
  • LGBT+ People of Colour and People from Black, Asian and Minoritised Ethnicities.
  • LGBTQI+ Women.
  • Older LGBT+ people.
  • Trans and Non-Binary people.

Major Sporting Events 2022-2030 Subsidy Scheme

The scheme supports the hosting of major sporting events in Wales where the funding is deemed to be a subsidy.

The objective of the scheme is to provide support for the successful preparation, marketing and delivery of major and mega sporting events in order to maximise the economic, socio-cultural, environmental and media (global profile) benefits to Wales and to help protect sustainable organisations and jobs in the events sector.

The scheme will be open to domestic and international rights holders for major and mega sporting events, and their partners.

Support under this scheme may be granted between 1 September 2022 and 31 March 2031.

The estimated total expenditure on major sporting events from 1 September 2022 to 31st March 2031 will be in the region of £36 million.

National Lottery Community Fund

Our priority is to keep money flowing to support communities across Wales. We’re open to all applications that meet our criteria, including support during COVID-19. We are also working closely with WCVA and other funders to ensure we are forming the best support for Welsh communities.

We therefore welcome applications that meet our revised priorities.

  • supporting organisations to adapt or diversify to respond to new and future challenges 
  • supporting communities adversely affected by COVID-19
  • supporting communities and organisations to become more resilient to help them to respond better to future crises.

Grants ranging from £300-£10,000, £10,001-£100,000, and from £100,001-£500,000 are available.

The Welsh Government is continuing to provide support into 2021-22 to help businesses and charities in Wales during the Coronavirus outbreak.

Economic Resilience Fund

Applications for the Local Authority Economic Resilience Fund across Wales are now CLOSED.

Business Rates Relief

The Welsh Government will be providing an additional £116m package of non-domestic rates relief for businesses in the sectors most directly affected by the Covid-19 pandemic.

This relief is aimed at businesses and other ratepayers in Wales in the retail, leisure and hospitality sectors, including venues like sport and leisure facilities.

The Welsh Government will provide grant funding to all 22 local authorities in Wales to provide the Retail, Leisure and Hospitality Rates Relief scheme to eligible businesses for 2022-23.  The scheme aims to provide support for eligible occupied properties by offering a discount of 50% on non-domestic rates bills for such properties.

The scheme will apply to all eligible businesses, however the relief will be subject to a cap in the amount each business can claim across Wales. The total amount of relief available is £110,000 across all properties occupied by the same business.  All businesses are required to make a declaration that the amount of relief they are seeking across Wales does not exceed this cap, when applying to individual local authorities.

The relief will run from 1 April 2022 until 31 March 2023.

Social Business Wales Support

Social Business Wales (SBW)  is an EU funded project designed to support established social businesses that are looking to expand, diversify or create more jobs. SBW can help with a wide variety of challenges – from visioning to sales strategy. Their team of business advisors offer friendly, one to one advice and are backed up by specialist consultants in areas including HR, law, finance and marketing.

If you are in an early stage of your social business journey, please make use of the resources and information available on the  SBW website  and then  get in touch  to see what support is available. Please mention the reference WSA2018 when calling their contact centre.

If your organisation doesn’t meet the SBW criteria for support, don’t worry – our  helplines  also offer expert advice on commercial development and funding.

Volunteering Wales Main Grant Scheme

VOLUNTEERING WALES MAIN GRANT SCHEME – NEXT ROUND OPENING AUTUMN 2022

Volunteering Wales Grants is a scheme funded by the Welsh Government to promote and improve volunteering in Wales. The scheme’s aims are:

  • Increase volunteer engagement and satisfaction by removing barriers to volunteering for people of all ages and from all parts of society.
  • Support the creation and development of high quality and positive volunteering opportunities in Wales.
  • Promote changes in beneficiary organisations to embed volunteering into their working practices and culture eg obtaining  the Investing in Volunteers Award.

Funding is available for not-for-profit organisations proposing projects up to two years, for up to  £25,000 per annum .

Magic Little Grants

After successfully distributing 2,000 grants to their members last year, making it the biggest ever Magic Little Grants programme, Local Giving have announced that this year’s will be even bigger and better than ever before!

Localgiving will be awarding £500 grants to 2,650 charitable organisations, in partnership with the People’s Postcode Lottery.

This year, Localgiving will be funding more organisations than ever before and will once again spread this funding out far and wide across the country. If your organisation is carrying out a project within the themes detailed on the Localgiving website , make sure to get your application in – the programme is live! The application process is short and simple, taking ten minutes to complete. Each organisation may only apply once in 2022.

Organisations must either be in their first year of operation or have an annual income  under £250,000 . Funding can be used to launch new projects, support existing ones, or cover core costs associated with ongoing work.

Crowdfund Wales

Since 2016, Localgiving has supported over 400 organisations in Wales to develop their online fundraising skills and raise over £1million in additional funding. Our new programme, Crowdfund Wales, provides organisations with a fantastic opportunity to raise extra funding through crowdfunding. Participants will receive:

  • A subsidised Localgiving annual membership
  • A crowdfunding mentor and ongoing training
  • A £250 grant unlocked when you deliver a successful crowdfunding campaign

Your mentor will support you to deliver a crowdfunding campaign to raise a minimum of £2,000 through online fundraising and provide you with the tools and skills to continue your online fundraising journey.

The Moondance Foundation is closed to new applications, but they anticipate reopening applications this Autumn.

CVSC – Gwynt y Mor Offshore Windfarm Fund

A long term investment of £19 million, over the lifetime of the wind farm, the Gwynt y Môr (GYM) Offshore Wind Farm is helping coastal communities of Conwy, Denbighshire and Flintshire to achieve amazing things.

The fund is really flexible so that it can meet the differing needs and ambitions of communities across the coastal area. It focuses on the themes of:

  • Building strong and sustainable communities;
  • Developing prosperous communities with strong economic growth;
  • Reducing poverty and inequality in communities.

The fund is independently administered by Community & Voluntary Support Conwy (CVSC) in co-operation with Denbighshire and Flintshire Councils for Voluntary Services. CVSC employ a full time, locally based fund manager. Decisions on the allocation of funds are made by a grants panel of people who live, work or volunteer in the funds area of benefit.

A National Lottery Arts Funding Programme

“Create” funds the development and creation of high-quality arts experiences that help creative individuals and organisations engage with and connect to the public.

“Create” supports our priorities as set out in our corporate plan . This programme area will help us to meet our priorities around equalities, diversity, the Welsh language, nurturing creative talent and supporting sector resilience.

“Create” continues our commitment to the principles of the Welsh Government’s Wellbeing of Future Generations Act (Wales) 2015 , ensuring that our public funding has a cultural and social purpose. So everything supported through this Fund will be expected to demonstrate commitment to these principles.

We want to provide the freedom and flexibility for individuals and organisations to apply for what they want to do within the disciplines that we support .

However, your proposal will need to demonstrate how it will support us to advance our priorities in one or more of the following areas:

  • Equalities and diversity 
  • Reaching underrepresented communities, culturally, geographically, socially and economically 
  • The Welsh language
  • Climate justice 
  • Nurturing creative talent 
  • Developing partnerships to realise artistic ambitions in imaginative ways 
  • Strengthening the capability and resilience of the arts to be more dynamic and sustainable

This might involve one or more of the following:

  • Research and development  
  • Creation of work for presentation
  • Programming, presenting and touring
  • Festivals  
  • Participation and Community engagement
  • Training or professional development  
  • Business development (but not start-ups) 

Your project must take place mainly in Wales 

  • We can only fund activities or events taking place outside of Wales where you can demonstrate longer-term benefit to individuals and communities within Wales.
  • We can consider funding training or development activity that’s delivered outside Wales (where there is no similar provision in Wales). 
  • We can consider funding some international activity as part of a wider project if a clear rationale is given. 

Your project must complement and enhance your usual programme of activity 

  • This means it should not be part of your core activity or include core costs. This is particularly the case with members of the Arts Portfolio Wales. 

Your project must involve working with others 

The best projects happen when partners are involved. We’ll expect to see you working with at least one other individual or organisation who’ll support you to develop and deliver your project. This could be:

  • a partner organisation
  • artistic collaborator
  • critical friend
  • artistic mentor
  • business advisor
  • training provider

Your project must be time limited 

This means it has a definite start and end date. It’s a good idea to allow yourself some extra time in case you need to send us more information following an award being made. 

You must have other funding to contribute to the overall costs of your project 

We can’t support the full costs of a project. We usually expect at least 10% of your project income to come from a non-Arts Council or National Lottery source.  Take a look at our Budget help notes for more information.

You must allow adequate lead in time

We’ll expect to see sufficient time built into your project to deliver the work effectively. This is particularly important when it comes to any promotional, audience development or outreach work.  

You’ll need to consider the time you’ll need to develop your application as well as the time it takes us to process and make a decision.

  • Small Create – up to £10,000
  • Large Create - £10,001 - £50,000

In exceptional circumstances, organisations can apply for up to £100,000 by prior agreement with your Development Officer. Contact [email protected] if you need to find out who your Development Officer is. 

In the case of Festivals, you would need to be able to demonstrate that your project has year-round engagement opportunities for artists or audiences, commissions new work, has an international profile, nurtures new Welsh talent and unheard voices.

For other organisations wishing to apply for up to £100,000 you’ll need to demonstrate that you have clear partnerships, that your proposal has National significance, involves the creation or touring of work and the potential to impact communities in an innovative and imaginative way.

There are no deadlines for Small Create, but you need to allow a minimum of eight working weeks between the date you submit your application and the date you want to start your project.

There are set deadlines for Large Create applications. You need to allow a minimum of ten   working weeks between the deadline date and when your project starts.

Please note: We can’t fund projects that are already happening. So we won’t accept your application if your project’s start date comes before we’ve had the opportunity to assess your application.

Applications will be assessed against all the following criteria: 

  • The quality, strength and innovation of the artistic proposal and make-up of the creative team – we expect to see appropriately paid opportunities for freelance creatives, makers and individual artists. If your application is for training/professional development or business development/re-modelling - or is a part of the application - this should explain the quality and appropriateness of those providing skills and expertise. Consider the relevance of training to your practice or organisation’s work as well as how the skills being developed will benefit the wider sector in Wales.
  • The strength of the proposal in supporting us to meet our corporate priorities around equalities, diversity, the Welsh language, climate justice, nurturing creative talent and / or promoting the sustainability and resilience of the sector.
  • The potential impact of the project both now and in the future, and its benefit to others, in relation to those underrepresented in our work and our funding.
  • The quality of the relationships or partnerships in place or being developed to support the realisation of the project.
  • The strength of the project management and financial plans in place to deliver the project and ensure public funds are used appropriately.

Within these criteria we’ll also consider geographical ‘spread’ of proposed activity as part of our decision making

Yes, we fund musicians. However, we don't f und projects that focus purely on recording, promotion and distribution. For projects that focus on this, please contact PRSF or Help Musicians UK in the first instance.

Organisations based outside the UK are eligible to be a partner in a project application if the public benefit is clearly relevant to Wales. We'd need an eligible UK based  organisation to be the lead applicant.

All applicants applying as individuals must be based in Wales.

If you’re an organisation or individual and currently have another ‘live’ National Lottery grant open with us you’re still eligible to apply. You’ll just have to make sure that you can meet all the other eligibility and assessment criteria and show you can deliver each project effectively. We will look at the number of live projects when considering the distributing of funding to new organisations and individuals.

We can't accept applications from schools or fund activity with schools. However, we are aware that school children may be part of your target audience/participants and that schools may form part of your marketing strategy, and that they may wish to engage in projects outside of school hours. £2.9 million boost for Wales’ Brilliant Basics, the little things which make a big difference to a holiday experience

Economy Minister, Vaughan Gething has today announced £2.9 million from the Welsh Government’s Brilliant Basics capital fund will be shared among 18 projects that will help deliver small-scale infrastructure improvements in strategically important tourism locations across Wales.

The fund, which is supporting local authorities and national parks to deliver the improvements which will benefit both communities and visitors, will support projects to help alleviate pressure in areas that are seeing increased visitor numbers.

Brilliant Basics will also support projects to improve accessibility to sites and projects that make their destinations more environmentally sustainable.

Funding will enable the completion of the Porthcawl Cycle Scheme, which will link the cycle route from Rest Bay, to Harbourside, and the Town Centre to Trecco Bay. 

Improved access will be seen at selected beaches in Pembrokeshire Coast National Park for wheelchair users that will provide a walkway across the sand, a portable changing structure with hoist and beach wheelchairs. The project will also see boardwalk access at Poppit Sands and the creation of a new viewing platform, with an e-bike hire pilot scheme run in St David’s.

Amenities will be upgraded for both visitors and the local communities at Wepre Country Park and Greenfield Valley, two of Flintshire's most popular heritage green spaces. Facilities will include improved toilet provision, including a Changing Places toilets and accessible play equipment.

During visit to Swansea, Mumbles and Gower for Wales Tourism Week, the Economy Minister visited Down to Earth who were successful in obtaining Brilliant Basics funding last year. The Minister visited the award-winning Social Enterprise’s Murton site, which has 100% renewable electricity, heating and hot water and with the Brilliant Basics is now Gower’s first 50kW Rapid EV charge point.

Mark McKenna, co-founder/director from Down to Earth said:

“It is vital to improve the electric vehicle infrastructure on Gower and Swansea to encourage green tourism and improve air quality. With the entire electricity for the rapid and fast charge points coming from community-owned, Gower renewable energy, it also demonstrates how we can locally improve energy resilience through 100% renewables!

Economy Minister, Vaughan Gething, said:

“We’re very aware of the important part that local tourism amenities have on someone’s overall experience when on a day trip or on holiday. These facilities often go unnoticed, but they are an important part of people’s experiences when they visit Wales, while also benefit those who live in the area. “The £2.9 million in new funding I’m announcing today will go to projects which will help us make our destinations more accessible and more sustainable, and to grow tourism for the good of Wales.

Gwynedd Council has secured funding to develop their Aros-fan project which will upgrade assets such as public car parks in 6 destinations across Gwynedd to develop a network of locations that will create legitimate provision for 'overnight' parking and sleeping throughout the year for the purpose of motor homes in the county.

Dafydd Williams, Head of Environment for Gwynedd Council welcomed the funding and said:

“Gwynedd Council has undertaken significant research into motor homes in the county and has listened to the views of communities, motor home owners and camp site operators in order to understand illegal or inappropriate overnight stays within the county. “Through the Brilliant Basics funded project we will pilot a network of up to 6 ‘Aros-fan’ sites across Gwynedd which will provide appropriate over-night provision for motor homes and campervans with their own on board facilities.

Sioned Williams, Head of Economy and Community for Gwynedd Council, said:

“In order to support the local economy, all 6 sites will be located within walking distance to key towns and destinations, will have basic services and will operate a strict 48 hour maximum stay. “Although these facilities will not be operational this summer, we hope that all relevant infrastructure will be in place by Spring 2023. If the pilot proves successful, the Council may consider the development of further Aros-fan facilities in the county in the future.
