Israel Orders New Evacuations, Forcing Gazans to Flee Again

As the Israeli military ordered people to leave parts of central and southern Gaza, a surgeon said that hospital workers were asking, “Where can we go, what are we going to do?”

A grieving woman embraces a shrouded body on a stretcher, with several other people standing around her.

By Raja Abdulrahim Abu Bakr Bashir and Isabel Kershner

The Israeli military issued new evacuation orders in the Gaza Strip on Thursday, forcing more Palestinians to flee their homes and shelters, as the United States and others tried to salvage sputtering talks that could ease regional tensions and stop the 10-month war.

Thousands of civilians were already on the move, responding to Israeli orders issued a day earlier to leave several neighborhoods in central Gaza. Most of them have been displaced multiple times over the course of the war.

Mohammed Aborjela was among those who fled the city of Deir al-Balah, in central Gaza, after he received a phone message from the Israeli military on Wednesday afternoon warning that it would act “forcefully” against Hamas militants in the area.

Mr. Aborjela, 28, packed up the few belongings he had and headed to Al-Mawasi, a coastal area that Israel has declared a humanitarian zone, but that has come under attack numerous times . Hours after he arrived there, he said, shelling from tanks reached tents where people were sheltering.

“The tanks got close to us,” Mr. Aborjela said. “And they started shelling the people even though it is supposed to be a safe zone.”

The Israeli military, asked whether its tanks had fired toward Al-Mawasi, said it “takes feasible precautions to mitigate civilian harm.” It said that Israeli forces had “intensified” operations in the Deir al-Balah area after intelligence indicated the presence of Hamas infrastructure and fighters on the outskirts there and in the southern city of Khan Younis.

As Palestinians in Gaza were fleeing, Israeli and American officials were headed to Cairo to resume talks aimed at securing an elusive cease-fire agreement that would free the remaining hostages in Gaza.

President Biden, in a phone call with Prime Minister Benjamin Netanyahu of Israel on Wednesday, “stressed the urgency of bringing the cease-fire and hostage-release deal to closure and discussed upcoming talks in Cairo to remove any remaining obstacles,” the White House said in a statement.

Hours later, Omer Dostri, a spokesman for Mr. Netanyahu, confirmed that an Israeli delegation led by David Barnea, the head of the Mossad intelligence agency, and Ronen Bar, who leads the Shin Bet domestic security service, was heading to Cairo for talks.

Brett McGurk, the White House coordinator for the Middle East and North Africa, was already in Cairo on Thursday and William J. Burns, the C.I.A. director, was also expected to attend the talks, according to a Western official.

The negotiations in Cairo were expected to focus on security arrangements along Gaza’s border with Egypt and on reopening the Rafah border crossing between Gaza and Egypt, according to an Israeli official and another official familiar with the matter. Both spoke on condition of anonymity because they were not authorized to speak publicly.

The planned talks came after Secretary of State Antony J. Blinken visited Israel, Egypt and Qatar this week to push for an American proposal intended to bridge the differences between Israel and Hamas over a cease-fire deal. Mr. Blinken declared that Israel had accepted the plan, the details of which have not been made public, and that it was now up to Hamas to accept the deal.

But Hamas accused the United States of bowing to what it called “new conditions” from Israel, and officials familiar with the talks said the American proposal left some major disputes between the parties unresolved. Mr. Netanyahu and Hamas have continued to trade blame for obstructing progress, each accusing the other of repeatedly making new demands.

One main focus of disagreement is Mr. Netanyahu’s insistence on maintaining an Israeli military presence along the Philadelphi Corridor , a narrow strip of land along Gaza’s southern border with Egypt. Mr. Netanyahu has argued that the area has served as a main conduit for weapons smuggling into Gaza, and that abandoning it would allow Hamas to quickly rearm.

Egypt and Hamas strongly object to continued Israeli control of the area, and have called for a full Israeli withdrawal from Gaza. Israeli security officials have suggested that other solutions can be found.

An Israeli official with knowledge of the talks, who was not authorized to speak about them publicly, cautioned that few people really know what is being said behind closed doors, and that talks were continuing at various levels.

In Israel, pressure for the government to agree to a cease-fire has risen since the military announced this week that the bodies of six hostages had been recovered from a tunnel in Gaza.

On Thursday, the Hostages Family Forum, a group representing relatives of the captives, said the families had been shown autopsy reports that bullets had been discovered in the bodies, suggesting the hostages “were taken alive and executed.”

An Israeli military spokesman, who spoke on condition of anonymity because of the sensitivity of the matter for the families, confirmed that autopsies showed “marks suggestive of gunshot wounds.”

But the spokesman said the results were preliminary and it had not been determined whether the hostages died of gunshot wounds. Hamas had previously said that the hostages were killed in an Israeli military strike.

The United States, Egypt and Qatar have pushed for a cease-fire in the hope that it will not only stop the bloodshed in Gaza, but reduce the risk of a wider regional war pitting Israel against Iran and its proxy forces, including Hezbollah in Lebanon and the Houthis in Yemen.

Regional tensions escalated last month when an explosion in Tehran killed Ismail Haniyeh, Hamas’s political leader, hours after a Hezbollah commander, Fuad Shukr, was killed by an Israeli airstrike in the southern suburbs of Beirut. Iran and Hezbollah have vowed to retaliate for both attacks.

In apparent effort to lower tensions, a key mediator in the cease-fire talks, Mohammed bin Abdulrahman Al-Thani, the Qatari prime minister, plans travel to Iran in the coming days for talks with senior officials, Iran’s semiofficial Tasnim news agency reported on Thursday.

But for Gazans, the diplomatic maneuvers have had no material effect on their lives, which have often been consumed by the need to flee from one dangerous place to another, and to find scarce shelter, food, water and medicine.

Dr. Iyad al-Jabri, a surgeon and administrator at the Al-Aqsa Martyrs Hospital in Deir al-Balah, said that seven people wounded from the shelling in Al-Mawasi were brought to the medical facility. Hundreds of families also hurried to the hospital, seeking shelter there, in the wake of the latest evacuation orders, he said.

“In this area there is a ground invasion and we have to think, ‘Where can we go, what are we going to do?’” Dr. al-Jabri said. “So we are running around seeing where can we send our patients in case, God forbid, we are ordered to leave this hospital.”

Majdi Nassar, 33, a taxi driver before the war who fled to Deir al-Balah from the northern Gaza Strip, said he has had to flee eight times with his family over the last 10 months, most recently last week.

He said he was fleeing only for the safety of the children with him.

“I myself no longer care,” he said. “Death is no longer the worst scenario. This life is much worse. The scene of thousands of people running for their lives every day is unbearable.”

Hamas delegates in Cairo as Gaza cease-fire talks resume

Israel and Hamas were sending senior-level delegations to Cairo this weekend as U.S., Qatari and Egyptian mediators prepared for a high-stakes summit they hope will break the deadlock in negotiations for a cease-fire in the Gaza Strip.

Hamas officials arrived in the Egyptian capital Saturday, while Israeli media reported that a team led by the head of the Mossad, David Barnea, would travel there Sunday. The summit, also on Sunday, will include CIA Director William J. Burns, Egyptian intelligence chief Abbas Kamel and Qatari Prime Minister Mohammed bin Abdulrahman Al Thani.

The Hamas delegation, led by senior leader Khalil al-Hayya, is not expected to participate directly in the talks, but it will be briefed on the negotiations by Egypt and Qatar, officials said. The group sent a team to Cairo to “listen to the results of the negotiations,” senior Hamas official Izzat al-Rishq said in a post on social media Saturday.

Hamas has accused Israeli Prime Minister Benjamin Netanyahu of deliberately sabotaging the talks to drag out the war — and says that the United States has demonstrated “blind bias” toward its ally.

Still, U.S. officials, who have worked for months to hammer out a deal, have portrayed this latest push for a cease-fire as the last best chance to end the war and bring Israeli hostages home. More than 40,000 people have been killed in Gaza since the start of the war, according to the Gaza Health Ministry. It does not distinguish between civilians and combatants but says the majority of the dead are women and children.

The conflict started on Oct. 7, when Hamas-led fighters attacked southern Israel, killing about 1,200 people and taking about 250 hostage. Since then, the Israeli military has pummeled Gaza, destroying key infrastructure and displacing most of its 2.2 million people.

The most recent U.S.-sponsored proposal includes a six-week cease-fire, the release of scores of Israeli hostages and Palestinian detainees, and the withdrawal of Israeli forces from major population centers in Gaza. But one key sticking point has been the continuation of an Israeli military presence along the Philadelphi Corridor — a narrow buffer zone that Israel and Egypt established to prevent the smuggling of weapons into Gaza from the Sinai Peninsula.

Negotiators are also locking horns over the Netzarim Corridor in central Gaza, which Israeli forces built to divide the territory in two and monitor the movement of people between north and south.

Preliminary talks on Saturday ahead of the summit have made “little progress” on either corridor, but mediators are trying to persuade Netanyahu to show more flexibility, according to an official in the region who was briefed on the talks. The official spoke on the condition of anonymity to freely discuss the sensitive negotiations.

Meanwhile, the region remain braced for Iran’s promised retaliation against Israel for the killing of a Hamas leader in Tehran. Iran has said any eventual attack would be delayed as long as Gaza peace talks are ongoing. Iran has signaled that it wants to avoid a wider war with Israel but is also compelled to restore a level of deterrence with its rivals.

Iranian Foreign Minister Abbas Araghchi said Saturday the country plans to use both diplomacy and military means to retaliate against Israel and that any action would be carried out to serve Iranian “security” and “dignity,” according to Iranian state-run media.

Daily violence also continues to rage along the Israel-Lebanon border , with Israel saying it has targeted Hezbollah weapon caches there and Hezbollah responding with deeper attacks inside Israel.

In a statement late Saturday, Israeli military spokesperson Daniel Hagari said that Israel was “facing a significant week ahead due to the negotiations in Cairo, combat in Gaza and on the northern border.”

“The public must remain vigilant and alert,” he said.

Here’s what else to know

A 10-month-old baby in Gaza has been partially paralyzed from a polio infection, the first case in the enclave in more than 25 years, the head of the World Health Organization said . In a post on social media responding to the news, Philippe Lazzarini, the head of the U.N. agency for Palestinian refugees, cautioned that “delaying a humanitarian pause will increase the risk of spread among children.” He noted, “Polio will not make the distinction between Palestinian & Israeli children.”

Hezbollah said it hit and destroyed “espionage equipment” at Meron air base in northern Israel on Friday. The Israeli military did not publicly comment on any attack at the air base, but the Israel Defense Forces said in statement Friday that it targeted multiple members of Hezbollah operating in Lebanon who had fired projectiles toward Israel.

At least 40,334 people have been killed and 93,356 injured in Gaza since the war started, according to the Gaza Health Ministry on Saturday. It does not distinguish between civilians and combatants but says the majority of the dead are women and children. Israel estimates that about 1,200 people were killed in Hamas’s Oct. 7 attack, including more than 300 soldiers, and it says 333 soldiers have been killed since the start of its military operations in Gaza.

'We need responsible tourism': Maui businesses plead tourists to help economy after fires

Portrait of Kathleen Wong

Each morning, Jason and Sabrina Rosenbloom anticipate waking up to new cancellations for their Maui-based eco-friendly kayaking tour company, Gabriel’s Ohana.

Named after the couple’s youngest son, Gabriel, the small family-run business has lost more than 95% of its bookings since the devastating West Maui fires that started on Aug. 8 and left more than 100 people dead, thousands missing and the historic town of Lahaina in ashes.

Before the fires, the family would operate full tours of 20 guests at about eight to 10 bookings a day. As of Monday, the business has done only two tours.

In the immediate aftermath of the fires, tens of thousands of tourists evacuated the island. Social media messaging soon told tourists “to not travel to Maui” so resources could be used for residents who lost everything.

People heeded the call. Images and videos on social media show Maui’s once-bustling – and arguably overcrowded – resorts and beaches nearly empty. To many, it’s reminiscent of the COVID-19 shutdown. The week after the fires, Maui hotel occupancy rates dropped 27.6% . Over the past week, daily passenger arrivals to Maui dropped 80% .

It’s all causing a strain for locals who depend on tourism.

“With the unexpected and quick shutdown of the island, our whole household is now without an income,” Sabrina Rosenbloom said.

Now, a few weeks later, many people – including Hawaii Gov. Josh Green – are pleading for visitors to come and support Maui's economy.

Though West Maui, including Lahaina, Napili, Kaanapali and Kapalua, remain closed, the Hawaii Tourism Authority “encourages travelers” to visit other areas of Maui, like Hana and Kihei.

Some tourists are ready to step up and help Maui’s local businesses in need, but it’s complicated to travel to a place where devastation and loss of human life recently occurred. Meanwhile, at stake are the livelihoods of many Maui locals because the island is so dependent on tourism.

“Things are going to be dire soon if travelers don't return quickly,” she said. “What's worse, we have the ability and resources to employ numerous people who have lost jobs due to the fire, but now there is not enough work to help our own family, let alone our neighbors.”

If Gabriel’s Ohana continues to suffer, the family will default on the loans they took out for their business, won’t make their bills and could lose their home, Jason Rosenbloom said.

Is it time for tourists to return to Maui?

Many people are wondering if they should continue with their upcoming trips to Maui. Some have voiced concerns about feeling strange being at hotels alongside families who lost their homes. They worry they’ll be treated poorly in a place with a contentious history with overtourism. Others just canceled their trips altogether.

Some locals and Hawaiians continue to criticize the idea of vacationing on Maui right now.

“First and foremost, we need to acknowledge that what happened was tragic and we can’t pretend that that didn’t happen,” said Ilihia Gionson at the Public Affairs Office of the Hawaii Tourism Authority. The loss from the deadly inferno is difficult to measure and includes many lives, historical and cultural sites and families’ homes.

“The two most important things to pack on a trip to Maui at this time are patience and grace, understanding that people have lost a lot,” Gionson said. “It’s a balance, right? If you just lost your house, we don’t want you to lose your job, too. And there are going to be some people who aren’t ready to return to work.”

HTA is letting the Maui community take the lead on what it needs to heal. The agency has been hosting community gatherings in West Maui, asking its residents “to define what recovery looks like, rebuilding looks like, to the extent that tourism is involved,” Gionson said.

Tourists "should respect the ask from the community to give them their space and give them some time,” he said.

Lisa Tam-Hoy Robbins, a Native Hawaiian entrepreneur whose grandfather is from Maui, says asking visitors to spend their dollars at local businesses goes beyond just tourism; it's everyone coming together to support Maui and its people.

“This is how we should approach this matter: Kako'o a Kokua,” she said, referencing the Hawaiian words meaning to "uplift and help selflessly."

How tourists can support Maui

Gionson said encouraging the return of tourism to Maui – with an emphasis on supporting local – is also driven by wanting to avoid “a widespread economic disaster like what we saw during COVID.”

The agency is working on a resource for people to see which businesses are open and asking for patrons.

About 70% of every dollar generated in Maui comes from tourism, according to the Maui Economic Development Board. Visitor spending contributed $14 million to Maui's economy in 2019, millions more than Kauai and Hawaii Island and just slightly behind Oahu.

Economists called for Hawaii to diversify its economy after the pandemic revealed just how reliant the state is on tourism. There is currently no federal or state relief for Maui businesses affected by the fires, although Jason Rosenbloom is hoping the government would cover employee wages for job seekers and payouts to assist small businesses.

‘We need responsible tourism and we need it yesterday’

Tina Toles has a special place in her heart for Maui – she has been there more than a dozen times. The Alabama hairdresser has a trip planned for January to stay in Kaanapali and felt “devastated” when she learned of the fires. Friends who live in Maui told her to still visit.

“It’s kind of a Catch-22,” Toles said. “I feel so sorry for (the Maui community) because it’s a very hard situation. This time, when I go, it’ll be a whole lot different though.” She said she plans on volunteering and patronizing only local businesses when she’s there.

“We’re not going to get a lot of souvenirs. We’re going to be double-tipping and looking for places to donate,” she said.

Rosenbloom said it’s a “butterfly effect” if people come to Maui, enjoy themselves and spread the word back home. “They need to learn about aloha, so they take it back to their world,” he said.

Garrett Marrero said he has seen layoffs at Maui hotels and boat companies in the few weeks since the tragedy. As co-founder of Maui Brewing Company, which has three locations on Maui, Marrero said the company is also considering rightsizing. The brewery’s Kihei location has stayed open and recently had two of its slowest days since the beginning of the pandemic.

Like many other local businesses, Maui Brewing Company had its boots on the ground to help with urgent needs, like using its Kaanapali location as a community kitchen. Now, it’s shifting its focus back on reopening as “a place to get some good food and grab a beer, gather together and support each other.”

“We need responsible tourism and we need it yesterday,” he said, urging people to volunteer while here or donate to local charities .“If you’re thinking about coming and you’re wondering if it's a good time, you’re already starting down the journey to being responsible.”
