A look back at the Queen’s visits to Winnipeg

Queen Elizabeth visited Winnipeg six times with the first visit in 1951 and the final visit in 2010

Princess Elizabeth, Duchess of Edinburgh (later Queen Elizabeth II)

Queen Elizabeth II’s reign spanned 70 years but her first visit to Winnipeg was before she even assumed the throne.

It was as Princess Elizabeth, Duchess of Edinburgh, that she visited Winnipeg in 1951 as part of her coast to coast Royal Tour with the Duke of Edinburgh, or Prince Philip. Photos in our archives from her stop in Winnipeg show her at City Hall meeting with Winnipeg Mayor Garnet Coulter, on the steps of the Legislature, as well as outside the former Paris Theatre on Provencher Boulevard.

She would return to Winnipeg as Queen in 1959. Stops on that Royal Tour included Queen Elizabeth II and Prince Philip meeting with Mayor Stephen Juba as well as visiting Assiniboine Park.

To mark the 100th anniversary of Manitoba’s entry into Confederation, the Queen toured several cities and towns in the province, including Winnipeg, in 1970. She returned to Winnipeg 14 years later. Photos in our archives from her Royal Tour in 1984 shows her being greeted by Pearl McGonigal, Lieutenant Governor of Manitoba, Winnipeg Mayor Bill Norrie, and Premier Howard Pawley, among others.

It would be 18 years later, in 2002, before she would visit Winnipeg again. This time, she was accompanied by His Royal Highness to mark the Queen’s Jubilee. Their final visit to Winnipeg was 2010, when the Queen and the Duke of Edinburgh were the first official passengers to arrive at Winnipeg’s James Armstrong Richardson International Airport.

To mark the death of Her Majesty, Queen Elizabeth II, flags will be lowered at all City buildings and facilities (where possible) effective immediately until the day of the funeral, which is to be determined at this time.

Manitoba History : Queen Elizabeth’s Diamond Jubilee in Manitoba

by Gordon Goldsborough Winnipeg, Manitoba

Number 69, Summer 2012

This year marks the 60th anniversary of the ascension to the British throne (and, by extension, the crowning as Queen regnant of British Commonwealth countries including Canada) of Elizabeth Alexandra Mary Windsor, also known as Queen Elizabeth II. A long reign by any standard, our Queen is now the second longest-serving British monarch in history, bested only by the record of 63 years, 216 days set by her great-great-grandmother Victoria (1837–1901). In commemoration of the Diamond Jubilee, this article summarizes some of the connections—it makes no claim to be comprehensive—between Her Majesty the Queen and Manitoba.

A statue of Queen Elizabeth II in the gardens adjacent to Government House was sculpted by Manitoba artist Leo Mol in commemoration of Her Majesty’s address to the Legislative Assembly during the provincial centennial in 1970. Originally situated at the Centennial Concert Hall, the statue was relocated to its present site in 2010. It was unveiled by the Queen and Prince Philip, during a Royal Visit to Winnipeg, on 3 July 2010. Source: Gordon Goldsborough

Manitoba Organizations with Royal Prefix

Institutions wishing to have the word “Royal” in their names are evaluated by the Department of Canadian Heritage before a recommendation is made to the Governor General. The decision on whether the prefix is granted is ultimately made by the Queen. To be given the prefix, an institution must be: a) preeminent in its field, b) in a secure financial position, c) established for at least 25 years, d) devoted to artistic, scientific, charitable, or sport objects, e) a non-profit organization under the Income Tax Act, and f) a provider of services on at least a regional basis. Institutions retain the prefix beyond the life of the monarch who conferred it.

Five Manitoba institutions have received the Royal prefix from Queen Elizabeth II: Royal Winnipeg Ballet (1953), Royal Manitoba Winter Fair (1970), Royal Manitoba Yacht Club (1981), Royal Military Institute of Manitoba (1982), and Royal Manitoba Theatre Centre (2010).

Founded in 1939 by British dancer/choreographers Gweneth Lloyd (1901–1993) and Betty Farrally (1915–1989), the Winnipeg Ballet would become Canada’s premier ballet company and, in time, the longest continuously operating ballet company in North America.

The Royal Manitoba Winter Fair began in March 1908, building on the success of summer fairs that had been held annually at Brandon since 1882. They operated independently until 1967 when the two fairs were amalgamated under the umbrella of the Provincial Exhibition of Manitoba. The winter fair received the prefix during the 1970 Royal Visit and the first fair bearing the new name was held in March 1971.

The Manitoba Yacht Club was founded in September 1956, making good on a Second World War boast that “all the best sailors came from the land of the wheat fields.” Its first Commodore was Gilbert M. Eaton, the Winnipeg scion of retail merchant-king Timothy Eaton. It gained the Royal prefix in 1981. The Club marked Her Majesty’s Diamond Jubilee with a 20-boat flotilla that sailed from its clubhouse along the Red River, north of Winnipeg , to the Legislative Building on the Assiniboine River.

Known as the United Services Institute of Manitoba when it formed in late 1945 as a successor to the Western Canada Military Institute, membership was open to officers and ex-officers of the three armed services. Its aim was to “encourage, promote and further interest in Canadian military issues.” After gaining the Royal prefix in 1982, the organization became the Royal Military Institute of Manitoba.

The newest Royal prefix in Manitoba builds on Winnipeg’s long traditions in live theatre. Starting with amateur dramatic societies formed before Manitoba joined Confederation and continuing through the Winnipeg Little Theatre (formed in 1921), the Manitoba Theatre Centre was founded in 1958 under Artistic Director John Hirsch (1930–1989) and Business Manager Tom Hendry. As the country’s first Anglophone regional theatre, the MTC “led to the establishment of theatre companies in every major city in Canada.”

Manitoba Organizations with Royal Patronage

Institutions with Royal patronage do not necessary bear the word “Royal” in their names. They make application to Canadian Heritage which provides a recommendation to the Governor General who, in turns, makes recommendation to Her Majesty. Criteria used in making these recommendations include: a) the institution should have been in operation for at least five years, b) it should be in a secure financial position, c) the patronage should not be associated with any fundraising campaign, d) the basic objectives of the institution should be worthy of encouragement, and e) the institution should be national in scope. Institutions do not retain patronage beyond the life of the Royal family member who conferred it.

At present, there are several national institutions operating in Manitoba for which Queen Elizabeth II is the patron, but only one is based in the province: St. John’s Ravenscourt School , for which patronage was conferred in 1981. It was formed in 1950 through the merger of St. John’s College School, with roots going back to the 1820s, and Ravenscourt School, founded in 1929. The private school occupies a campus in south Winnipeg.

Royal Visits to Manitoba

Her Majesty has visited Manitoba six times, once as Princess (1951) and five times as Queen (1959, 1970, 1984, 2002, and 2010).

The first Royal visit as Queen, from June to August 1959, involved stops in all provinces and territories. A more prolonged visit to Manitoba occurred in July 1970, for the 100th anniversary of the province’s entry into Confederation. Communities visited included Churchill , Thompson , Gillam , Flin Flon , Norway House, Swan River , The Pas , Dauphin, Clear Lake, Brandon , CFB Shilo, Portage la Prairie , Oakville, Winnipeg , Carman , Beausejour , and Lower Fort Garry . The Queen and Prince Philip visited Canada in 1984 but the Queen alone came to Manitoba for visits to Winnipeg, Dauphin, Brandon, and Dugald. Prince Philip visited Manitoba alone in 1997 to see damage resulting from the “Flood of the Century.”

The latest two Royal visits to Manitoba have been of relatively short duration. The Golden Jubilee visit occurred on 8-9 October 2002 with stops at several sites in Winnipeg: 17 Wing Winnipeg, The Forks, Minto Armoury, and the Legislative Building. In 2010, a Winnipeg visit for a few hours on 3 July involved stops at Government House and the future site of the Canadian Museum of Human Rights.

Commemorative Place Names

There are several places in Manitoba whose name derives from a member of the Royal family but not necessarily Queen Elizabeth II. For example, Royal Road in Portage la Prairie (and probably other Royal Roads elsewhere in Manitoba) was named in 1939 during a visit by King George V and Queen Elizabeth I.

Some structures named for the reigning monarch no longer exist or have been renamed. The Princess Elizabeth Hospital , opened in Winnipeg in 1950, is now part of the Riverview Health Centre. Princess Elizabeth Public School , opened at Shilo, Manitoba in 1951, was later closed and demolished in early 2011. Winnipeg’s Queen Elizabeth School , now a French immersion facility, was renamed École Henri-Bergeron in 1998.

The Queen Elizabeth II Music Building is situated at Brandon University . A section of Main Street in Winnipeg was named Queen Elizabeth Way in commemoration of the 2002 Royal Visit. There is a Queen Elizabeth Avenue in Erickson .

Royal Honours

Queen Elizabeth II was the first inductee into the Manitoba Order of the Buffalo Hunt , predecessor to the Order of Manitoba . Inaugurated in 1957, the Order recognized people who, though not necessarily residing in Manitoba, were “known to be kindly disposed towards Manitoba.”

The Order of the British Empire (OBE) was the highest honour that could be conferred on a Canadian citizen, prior to the establishment of the Order of Canada in 1967, typically for exemplary military service, but sometimes for civilian activities. Queen Elizabeth II has made a few Manitobans (or former Manitobans) members of the OBE. Canadian can no longer hold knightships but at least four Manitobans have been inducted into the Royal Victorian Order, the highest British honour for which Canadians are eligible. Most of the RVO appointments have been made during Royal Visits.

At notable milestones during the reign of Queen Elizabeth II, the Canadian federal government has given commemorative medals to students, members of the military and police services, and others in recognition of their meritorious public service. Statistics on the number of Manitobans who have received these medals are incomplete, but several received the Coronation Medal in 1953, at least 959 received a Silver Jubilee Medal in 1977 and at least 1,672 received a Golden Jubilee Medal in 2002. This year, several Manitobans have already received the Diamond Jubilee Medal but a total will not be known until 2013.

Miscellaneous Connections

Queen Elizabeth II owns at least three paintings by Manitoba artist Wilfred Roy Corbett (1910–1997), two of which hang in Windsor Castle.

Commemorative ninebark. During the 2010 Royal Visit to Winnipeg, Queen Elizabeth II planted an Amber Jubilee Ninebark ( Physocarpus opulifolius ‘Jefam’) in the garden adjacent to Government House . The shrub, developed by Jeffries Nurseries of Portage la Prairie in honour of the Queen’s Diamond Jubilee, was among five million trees planted as part of Manitoba’s “Trees for Tomorrow” program between 2008 and 2012. Portage historian reflects on Queen Elizabeth II's visit to the city

queen elizabeth visits manitoba

Queen Elizabeth II, the longest-reigning monarch in British history, passed away at the age 96 today.

Portage la Prairie historian, James Kostuchuk, says the city's connection to royalty goes back far. The Duke of York, who became King George V, hunted here, as did his son, Prince of Wales, who became King Edward VIII, the famous king who abdicated the throne to marry the love of his life.

"Probably what most local people would remember, of course, would be the 1970 royal visit during Manitoba's Centennial, where the Queen actually went over to Island Park and mingled with a lot of the local citizens. I've seen photographs of the event. It was extremely well attended. I remember having a conversation with Bill Linden, who was mayor at the time. I asked him what his memories were of the royal visit. He said it was very exciting for him to be, of course, sitting with the Queen of England in a vehicle," says Kostuchuk. "But, he remembered crossing the Island Park Bridge and as you know, the water quality sometimes, well, it's a marsh, and so it often looks green. One of his memories was crossing the bridge and he was worried that the Queen might look down and see the water quality, and that really bothered him."

James Kostuchuk

Regarding the visit to Portage, Kostuchuk says it meant a lot to the people of this city.

"At the time, it's undeniable that our community felt privileged. I know at the time the Queen reached out to many different communities and has continued to do that, including First Nations.  In fact, for many people in the First Nations community, the Royal Proclamation is their Magna Carta, and that was an agreement made between the first peoples and the King of England at the time. That tie, for many of them, is maybe a stronger bond perhaps than what they might have with the Government of Canada. These are historical issues, they are politically charged issues," says Kostuchuk. "For me, personally, it's quite something, because I've always known who the Queen was. There's only been one queen for the entirety of my life. She's on our coinage and our stamps. (She's) a very familiar person in my life.  I've never met the Queen, but when someone passes like that, it is an emotional thing."

'Historic but also very sad time': Manitobans pay tribute as Queen Elizabeth II laid to rest

Some cite mixed feelings due to strained relationship between crown, first nations.

Cannons boomed across the Assiniboine River in downtown Winnipeg on Monday in a deafening salute to Queen Elizabeth II as she was laid to rest 6,000 kilometres away.

About 200 people showed up on the grounds of the Manitoba legislative building to watch as a haze of smoke filled the air.

The 96 rounds fired — 24 each from four cannons — was a tribute to the Queen's age when she died last Thursday afternoon, having served as the constitutional monarch of the United Kingdom for 70 years, the longest rule in British history.

Karen Kroft was expecting a much shorter and traditional 21-gun salute.

"We're surprised … 96 is long but you know, we owe her," she said. "Seventy years is a long time. She's a wonderful example to all of us."

Kroft said the Queen's death "was surprisingly impactful" to her so she wanted to be there Monday to offer her respects.

Lisa Bland was more conflicted about being there.

"At first I was like, 'Celebrate the Queen? Why?'" she said, noting her daughter suggested they go.

Bland said the strained historical relationship between the Crown and First Nations was the reason for her mixed emotions.

Many First Nations signed treaties that made promises — such as pledges to share resources — that the Crown later violated.

"For me, it's kind of a bittersweet thing. I sympathize for the family and I feel their loss and their pain, but I'm torn about it," Bland said.

Some six hours after the funeral, the Queen's coffin was lowered into a vault through an opening in the floor at Windsor Castle's chapel, ahead of a private burial service for members of the Royal Family.

Dwight MacAulay, the former chief of protocol for the Manitoba government who oversaw the monarch's visits to the province in 2002 and 2010, said his emotions were equally mixed as he watched Monday's ceremony, but not due to any historical or political undercurrents.

"Sadness, certainly, and just thankful and gratitude for the chances I've has in my life to meet Her Majesty. But also, I think we all need to give thanks for a terrific reign that lasted over seven decades," he told CBC Information Radio host Marcy Markusa.

And while it's easy to get lost in the details and pomp of the ceremony it's important to remember what it truly is, he said.

"This is a family saying goodbye to their mother, to their grandmother, to their great-grandmother, so a lot of emotions, I think, one has to feel watching a ceremony like this."

Calling it "a historic but very sad time in our history," MacAulay also gave a strong endorsement to the new head of state, King Charles.

"I've been a great admirer of his," MacAulay said. "He's been described on television a few times over the last few days as a very sensitive individual, and I think Canadians, if they just give him a moment to prove himself, I think they'll be very pleasantly surprised.

"I think he's going to do a terrific job."

Velma Anderson, wearing an orange "Every child matters" T-shirt, said she attended in place of those who could not.

"I'm here honouring the residential school survivors," she said.

The Church of England ran 36 residential schools in Canada — the most of any religious denomination apart from the Roman Catholic Church — and operated more than 150 Indian day schools between 1820 and 1969.

Although the Constitution Act of 1982 made Canada wholly independent of Great Britain, the Queen was still Canada's head of state and leader of the Church of England.

"It's sad, yeah," Bland said about the Queen's passing. "I understand death, grief, whatever, but the main thing for me today is, I'm wearing this [for] all the children that never made it home."

Since the Queen's death, flags on many buildings across the province have been flying at half-mast, but will be raised again at the conclusion of the commemorative services.

Black ribbon has been placed on the Queen's portrait in the legislative building and on the flags of Canada and Manitoba in the main foyer, adjacent to the grand staircase.

The Queen's cypher, her Royal monogram, has been projected outside of the front of the legislative building beneath the Golden Boy, visible after dark, and the fountain in Memorial Park has been lit purple in recognition of the Queen's colour designation for her Platinum Jubilee.

The Centennial Flame on Memorial Boulevard has been lit and will remain so throughout the period of mourning.

Church bells tolled 96 times Monday night ahead of an invitation-only memorial service at St. John's Anglican Cathedral in Winnipeg. The 7 p.m. service was streamed live on the Manitoba government website and YouTube channel .

The ceremony began with a bagpiper leading a small procession down the cathedral aisle flanked by pews of mourners, which was followed by a mix of prayers, speeches, choral music and drumming from the Royal Winnipeg Rifles.

Peguis First Nation Chief Glenn Hudson reflected on the relationship between the Crown and Indigenous people dating back to the 18th and 19th centuries, highlighting the Peguis-Selkirk Treaty of 1817 that included a formal written agreement recognizing Indigenous land rights in Western Canada.

Hudson said it was also important at this time to reflect on the residential school system, saying it was meant to "take the Indian out of the Indian people."

"I just want ro remember [in] the spirit of truth and reconciliation, but also in forgiveness," he said. "The Queen … she was not only the Queen but a mother, grandmother and matriarch of a royal family. She understood this love for children and the community, and may she rest in peace."

Manitoba Lt.-Gov. Janice Filmon said she was profoundly sad, but also found the "deep feelings of loss, respect and celebration" expressed the world over to be an incredible thing.

"There probably never will be in the history of the world another woman that will have the impact she has and serve for 70 years," Filmon said.

A look back at Queen Elizabeth II's visits to the Maritimes

Following the passing of Queen Elizabeth II, many are reflecting on her many visits to the Maritimes.

As a long-serving and well-travelled monarch, and the head of the Commonwealth, she was widely considered the most famous person in the world.

Over her 70-year reign, Her Majesty visited Canada more than any other Commonwealth country, and was a regular visitor to the Maritimes.

Princess Elizabeth, as she was known as at this time, made her first visit to the Maritimes in 1951. This trip happened one year before she was crowned Queen.

Elizabeth, aged 24 at the time, and Prince Philip arrived in New Brunswick on Nov. 6, 1951. They continued on to Nova Scotia the next day and visited Prince Edward Island on Nov. 9.

Eight years later, in 1959, Queen Elizabeth II made a second visit to all three Maritime provinces.

During this visit -- which was part of a 45-day tour of Canada -- the young Queen reviewed the Royal Canadian Navy.

Her Majesty and Prince Philip made their next Maritime visit to Prince Edward Island in 1964.

They were honoured guests for the official opening of the Confederation Centre of the Arts.

Queen Elizabeth returned to the island in 1973 to celebrate the centennial of Prince Edward Island's entry into Confederation.

Then, in 1976, the Queen and Prince Philip made a significant visit to Nova Scotia, where they laid a wreath at the cenotaph in Halifax's Grand Parade to mark the 50 th anniversary of the end of the Second World War.

The Royal couple also stopped in New Brunswick during this trip.

The Royal couple returned to the Maritimes in 1984, making New Brunswick the first stop on their tour.

During this visit, they were guests of honour at a variety of community events and celebrations marking New Brunswick's 200 th birthday.

Queen Elizabeth and Prince Philip’s next visit to the region, this time to Nova Scotia, was in 1994.

During this trip, the Queen opened the Queen Elizabeth II Hospital in Halifax, Prince Philip toured the city's St. George's Anglican Church, which had been rebuilt and restored, and together they visited Cape Breton's Fortress of Louisbourg.

In 2002, Her Majesty and Prince Philip marked the 50 th anniversary of the Queen’s accession to the throne with a 12-month tour throughout the Commonwealth to participate in each country’s official celebrations of the Golden Jubilee. They stopped in New Brunswick as part of the celebrations.

Queen Elizabeth II's most recent -- and final -- visit to the Maritime region was to Halifax in the summer of 2010.

This visit was part of a nine-day Canadian tour where the Queen attended a sail-pass to mark the centennial anniversary of the Royal Canadian Navy.

This trip marked the Queen's 22 nd official royal visit to Canada.

Prince edward shares his children with his adoring wife duchess sophie.

Whilst members of the British royal family have an exceptionally strict policy regarding gifting ,  especially for their children, it may come as no surprise that its members accumulate a slew of interesting presents and tributes during official visits.

Prince Edward, 60, received some rather sentimental souvenirs for his children, James, Earl of Wessex , 6, and Lady Louise, 18, during a visit to Canada in 2008.

Prince Edward standing with James, Earl of Wessex and Lady Louise Windsor

The father of two paid a visit to Winnipeg, where he met with military personnel serving in Afghanistan. According to the Canadian publication  The Vancouver Sun , Edward was presented with two framed notices naming two northwestern Manitoba lakes after his children, Louise and James, who were then four and five months old, respectively.

The publication added: "Recognizing that two children—even royal ones—wouldn’t have much use for a piece of parchment, Doer also called upon two children of Manitoba soldiers to present the prince with two plush polar bears in honour of his visit to Churchill in northern Manitoba in 1990."

James, Earl of Wessex and Lady Louise Windsor attend the Christmas Day service at St Mary Magdalene Church on December 25, 2023 in Sandringham, Norfolk.

Despite being grandchildren of the late Queen, Duchess Sophie , James, and Louise's mother, previously revealed that the siblings are unlikely to take on royal duties as they get older.

She told The Sunday Times: "We try to bring them up with the understanding that they are very likely to have to work for a living. Hence, we made the decision not to use HRH titles. They have them and can decide to use them from 18, but I think it's highly unlikely.

However, it is possible that Prince William may call on his cousins , as his grandmother, Queen Elizabeth II, did during her reign, especially given the recent health challenges faced by the King and the Princess of Wales.

Our royal correspondent, Danielle Stacey, weighed in: "Lady Louise Windsor is carving out her own career, but she may be one of the cousins the Prince of Wales turns to when he becomes King. While it’s not known if she wants to become a full-time working royal like her parents, Lady Louise could represent the monarchy or attend engagements on behalf of William in the future.

WATCH: A Right Royal Podcast

"The late Queen Elizabeth II had the support of her cousins—the Kents, the Gloucesters, and Princess Alexandra—throughout her reign, and if William follows suit, it would allow the monarchy to reach more people and support more causes."
