[Editor’s Note: The UAE’s new visa scheme — which includes sweeping changes to the country’s entry and residence system — is expected to come into force today, October 3. This explainer on visit visas first appeared in August, in preparation for the system's roll-out.]

As part of the UAE’s landmark decision to overhaul its visa regime, the new system will offer visitors a variety of entry permits for different purposes – without requiring a host or sponsor for the first time. These visas offer flexible durations that meet the needs of the visitors and the purpose of the visit.

These new entry permits will broaden the scope for the expatriates to apply for different kinds of visas to explore the UAE as an attractive tourist destination.

Here's a list of the new entry permits and tourist visa changes that come into effect today:

>>> Visit Visa: The new visa, which will roll out from September 2022 for visiting the UAE, will allow a stay of 60 days as against 30 days earlier.

>>> Multi-entry Tourist Visa: In addition to the regular tourist visa that is sponsored by tourism establishments in the UAE, a five-years multi-entry tourist visa is introduced. This much-awaited entry permit will allow tourists to explore the UAE more deeply. This new visa will not require a sponsor. The requirements are that the applicant should have a bank balance of $4,000 (or equivalent amount in other currency) during the 6 months before the visa application. People can stay for 90 consecutive days in the UAE and the only condition is that the stay should not exceed 180 consecutive days in a year.

>>> Job exploration entry visa: This visa does not require a sponsor or a host. It is granted to those classified in the first or second or third skill level as per the Ministry of Human Resources and Emiratisation and the fresh graduates of the best 500 universities in the world and the minimum educational level should be a Bachelor's degree or its equivalent.

>>> Business entry visa: This entry permit, which doesn’t require a sponsor or host, is aimed at encouraging investors and entrepreneurs to explore business and investment opportunities in the UAE.

>>>Entry permit to visit relatives or friends : As per the current amendment, a visitor can apply for this entry permit if he/she is a relative or friend of a UAE citizen or resident. It does not require a sponsor or a host.

>>> Entry permit for study and training: This permit is intended for those attending training and study courses and/or participating in internship programmes. The sponsor can be universities or educational or research institutions licenced in the country or government or private entities. It requires a letter from the entity, clarifying the details of the study or training or internship programme and its duration.

>>> Entry permit for a temporary work mission: This permit is intended for those who have a temporary work assignment like probation testing or a project-based mission. This visa is sponsored by the employer. It requires a temporary work contract or a letter from the employer clarifying the visit's purpose and proof of health and fitness to work.

Everything to Know About the UAE’s New Visa Rules, Implementation Dates, and Eligibility

The UAE Cabinet, led by HH Sheikh Mohammed bin Rashid Al Maktoum , the UAE Vice President, Prime Minister, and Ruler of Dubai announced on Monday a set of administrative regulations to attract and preserve accomplished and skilled individuals in the country.

The new rules, which will be in effect from October 3 this year, will broaden the eligibility criteria to apply for long-term visas and will also increase the number of individuals who can apply for them.

The new visa scheme is in its initial stages

As previously announced by the Federal Authority for Identity, Citizenship, Customs, and Ports Security this week, the new rules are just beginning to be implemented, and will only be launched officially in a month. During the press briefing, the officials also said the introduction of the new UAE passport is also just in its preliminary phase and will be launched on October 3.

Earlier this year in April, the country also announced drastic changes to the UAE visa system, making it easier for both residents and visitors alike to enter the country. The changes were approved by the Vice President and Ruler of Dubai and state that the simplified strategy of 10 types of visas is a “step that supports the country’s competitiveness in the tourism, economic and educational sectors,” according to a tweet from the UAE government.

New visas for visitors

Once the new rules are thoroughly set in place, the tourist visas will be valid for 60 days, as opposed to their current validity of 30 days. A five-year, multi-entry tourist visa has also been announced and allows visitors to stay up to 90 continuous days in the UAE , although they are not allowed to go more than 180 days in a year.

The process for availing of the UAE golden visa has also been made easier, with simpler requirements to meet along with wider eligibility criteria. Public and real estate investors, notable talents in various fields that include art and culture, digital technology, and sport as well as an array of scientists and professionals along with frontline workers are also eligible to apply.

New five-year green visa

The five-year UAE green visa is a residency visa that will allow its holder to sponsor themselves for a period of five years without the need for company sponsorship, along with providing a host of benefits to their respective family members. The three types of UAE residents who are eligible to apply for the green visa are, freelancers or self-employed individuals, investors or partners in commercial businesses, and highly skilled workers.

Residents will now be able to sponsor their unmarried sons until the age of 25, as opposed to the current age of 18, and unmarried daughters regardless of their age. Moreover, several visas, including the one-year remote working visa, five-year retirement visa, and two-year real estate owner visa will not require a sponsor anymore and can be renewed for the same period.

Earlier this year, the UAE cabinet announced major changes to the UAE visa system, which will result in simplified requirements and more benefits for visitors and residents. The Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP) has approved the rules and procedures of the New Visa Scheme, officially called the UAE Entry and Residence Scheme, featuring 10 types of visas.

Visitors and residents alike can benefit from the scheme, which is an implementation of Cabinet Resolution No. 65 concerning the executive regulation of the Federal Decree-Law No. 29 of 2021 concerning the entry and residence of foreigners. A quick overview of all the changes is provided below to make it easier to keep track of all the changes, which came into effect as of October 3, 2022.

Changes to the Golden Visa The Golden Visa, a long-term visa issued for a period of 10 years, with the aim to attract foreign investment, highly skilled workers and retaining talents, has been updated as a part of the new Visa Scheme. The eligibility requirements of applicants has expanded to investors in real estate, owners of successful startups, graduates from one of the top 100 universities worldwide and more. In addition, Golden Visa holders can sponsor an unlimited number of support service laborers, and the duration of stay outside the UAE would not nullify the Golden Visa. It is also worth noting that the Golden Visa shall also be renewable upon expiry for a consecutive period. Additionally, individuals who receive the approval to obtain a Golden Visa are now entitled to an entry permit extending for a period of 6 months with multiple entries allowed throughout the duration.

Implementation of the Green Visa Also included within the New Visa Scheme is the Green Visa – a 5 year residency visa aimed at self-employed individuals, freelancers, investors or partners in commercial entities, as well as highly skilled workers. The Green Visa allows its holder to reside in the UAE, as well as sponsor dependents and first-degree relatives (including unmarried sons until the age of 25) without the need for a sponsor or employer. Children of determination are granted a residence permit, regardless of their age. Moreover, the grace period after the residence visa expiry or cancellation in the UAE for expats has been extended from 30 days to 6 months.

Changes to employee’s residency visas Residence permits for employees in the UAE will now be issued for a maximum period of 2 years, rather than 3 years which was previously facilitated in many free zones across the country. This has already been announced by a number of free zones including DMCC, DDA, and DIFC, notifying entities that all visa applications, new and renewals alike, shall be converted to 2 years.

Changes to the Tourist Visa Duration The New Visa Scheme has also amended the previous tourist visa rule, allowing individuals with a standard short-term tourist visa to remain in the UAE for 60 days, rather than the previous 30 days period. This remains subject to the visa application process and the approval of the ICP.

Entry Visa for Tourists without Sponsor Requirements Additionally, a five-year visit visa for tourists has been included in the Scheme, and a sponsor is not required for this type of tourist visa, which will allow tourists to enter and re-enter the UAE and remain for a maximum period of 90 days, throughout the entire visa duration. Moreover, the stay may be extended, provided that it does not exceed a period of 180 days per year.

Furthermore, a job exploration visit visa has also been implemented, with the aim to attract young talents and skilled professionals seeking job opportunities in the UAE. The eligibility criteria is restricted to fresh graduates from one of the top 500 universities in the world, with a minimum educational level of a bachelor’s degree or equivalent. Besides, a new business entry visa will allow investors and entrepreneurs to explore business opportunities in the UAE, without the need of a sponsor. Also falling under the “no sponsor” category are relatives and friends of UAE residents and citizens who are looking to visit the country.

An entry permit will also be granted for individuals having a temporary work mission or project-based business trips, provided they are sponsored by an employer. Similarly, visas will be issued for study and training purposes for individuals looking to attend training or educational courses or internships in the UAE. The study and training visas shall be sponsored by the UAE-based educational institutions or public and private entities licensed in the country.

Thus, they can obtain both the Emirates ID and the residence visa. As a result, the application process is facilitated and the application time is shortened.

In addition, according to the authorities, you have to pay a fee of 200 dirhams to use this service. However, if your application is not approved due to discrepancies or lack of details, you will have your money back.

Entry Visa Rules 2023

A Dubai new visa rule is the creation of about ten entry visas without a sponsor requirement. These visas have flexible durations and can be for multiple or single entries. Of course, renewals for the same period are valid for 60 days from the date of issue.

Work exploration visa: This visa is intended to attract young and trained professionals. Thus, they can explore job opportunities in the country without a sponsor.

Business entry visa: This visa allows you to explore investment and commercial opportunities in the UAE.

Multiple-entry tourist visa : The multiple-entry tourist visa is a new five-year multiple-entry tourist visa. This allows visits without a sponsor for a maximum of 90 days per ticket with the option to extend for the same time.

Entry permit to visit friends and family: All visitors can apply for an entry permit to visit their family and friends in the country.

Entry Permit for Temporary Work Assignment : Visitors who have a temporary work assignment may apply for this permit. In this case, they need a sponsor who is the company.

Family visa : Currently, parents can sponsor male children up to 25 years of age and disabled children with special permission.

Entry permit for training and studies: Like the previous permit, you need a sponsor who could be a university, for example. The purpose of this permit is to support people who attend study courses.

Currently, in the UAE there is a one-time 1-month visa extension for travelers on visit visas. That is, travelers with visit visas can stay in the country for a maximum of 90 days. Furthermore, one of the new rules for Dubai visit visa is that all types of tourist visas can be extended for an additional 30 days. Of course, this is within the country. Each extension costs 600 AED.

Another of the visit visa new rules in UAE is that foreigners who stay in the country longer than their visa must obtain an exit pass. This exit permit is so that they can leave the exit. To obtain exit permission, you have to go to the airport, Al Awir immigration office, or land borders. At any of the sites, you will have to pay the fee of 200 to 300 AED.

This is in order to attract self-employed workers, investors, entrepreneurs, and qualified professionals. Plus, the benefits are much better. The main ones are; the grace periods are now higher. That is a maximum of 6 months after the expiration or cancellation of the permit to help family members.

Three-year UAE work permit

One of the approvals by the Federal National Council (FNC) in the UAE is to extend some work permits . Specifically, those from two years were increased to three years, in order to alleviate financial burdens. All permits issued by the Ministry of Human Resources and Emiratization are currently valid for two years. You have to know that it is strictly prohibited to work without a valid permit.

Categories Exempt from Tourist Visa

UAE's visiting visa rules: What has changed, what should travellers keep with them

Dubai: The latest guidelines regarding the UAE visiting visa have become a matter of concern for many who were planning a trip to the country. Affi Ahammad, MD of Smart Travels said that the passengers should keep all the documents ready at hand to be produced at the airport, to ensure hassle-free travel. The guidelines state that the passengers arriving in the country on a visiting visa should carry: 1) A valid return ticket 2) Address of friends or relatives with whom they plan to stay. It's better if they travel from India with the relative with whom they are going to stay 3) Passport with a validity of six months 4) Copy of their Emirates ID 5) 5000 dirhams in account or equivalent amount as currency

Meanwhile, the guideline that one should carry a bank statement for the last six months isn’t strict. Also, if not 5000 dirhams, they should have at least 3000 dirhams with them or possess a credit card with the stipulated limit. Rules relaxed in 2020, but... The above rules existed earlier too, but they were relaxed in September 2020. The directives were repealed when the travel agencies expressed concern that it would disappoint job aspirants who wish to come to the UAE and that it would adversely affect the businesses. However, now, many are troubled that the government has made it stricter again. Many passengers, including Malayalis, who failed to fulfil these guidelines or produce necessary travel documents were detained at the Indian airports and were not allowed to board the planes.

Some others who managed to land in Dubai were reportedly detained by the immigration authorities there. The government’s move to make the visit visa guidelines stricter has quashed the dreams of many youngsters who were eager to find a good job in the UAE. People who belong to families that aren’t financially sound have struggled to arrange the money for purchasing visas and air tickets. Now, they can't arrange Rs 68,000 more so that they could adhere to the directives. In the beginning, the passengers were reportedly detained at the Dubai airport. However, now, checking has been made stricter at the Indian airports too. It was reported that a few passengers who hail from the Idukki district in Kerala were detained like this and sent back to India. But, the Dubai immigration authorities haven’t issued any official statement regarding this.

No new vacancies, boost for tourism The number of job seekers who arrive on visiting visas has gone up significantly, especially after the COVID-19 outbreak. Since the vacant posts were filled as soon as the pandemic subsided and the financial sector was recovering slowing, new vacancies weren’t created. Currently, hundreds of job aspirants are in UAE, trying hard to land a job. Among them, most Keralites are highly educated and experienced too. Inspections are conducted regularly at the airports in Dubai to ensure the safety of the passengers. Lots of cases have been reported for overstaying. Experts in the travel and tourism industry observe that the latest actions by the authorities would only boost the tourism sector in the Emirates. They say that strict inspection would make the immigration procedures transparent and would save the passengers from difficulties caused by miscommunication.

Most didn't have address proof The passengers who were detained at the airport in Dubai were the first batch of flyers who faced a crisis as they couldn’t produce proper travel documents. Even though most people could prove that they had the stipulated amount at hand, they failed to provide the address proof of relatives or other accommodation details. When some of them said that they were residing with their relatives, the officials inquired about their address and Emirates ID. But, the passengers had to return as they couldn’t produce these details. Meanwhile, some others had to wait at the airport for hours before returning. These people had to suffer such hardships at the airport as they weren’t informed about the guidelines by the travel agents. However, the travel agents say that they too had no idea as these weren’t stricter earlier.
