Philippines Welcomes Over 3 Million Tourists in First Half of 2024
Philippines tourist arrivals 2024 have reached an impressive milestone, with over 3 million tourists visiting in the first half of the year, according to the Department of Tourism (DOT). In a statement released on Thursday, the DOT reported that a total of 3,173,694 tourists visited the country from January to June.
Of these arrivals, more than 2.9 million were foreign visitors, while the remaining 236,401 were overseas Filipinos returning to their homeland. This significant number of tourists underscores the Philippines’ growing appeal as a premier travel destination in Southeast Asia.
South Korea emerged as the top source of foreign tourists, with 824,798 South Koreans visiting the Philippines in the first six months of the year. They were followed by tourists from the United States, which accounted for 522,667 arrivals. China, Japan, and Australia also contributed substantial numbers, with 199,939, 188,805, and 137,391 visitors respectively.
Other notable sources of international tourists included Taiwan, Canada, the United Kingdom, Singapore, and Malaysia. This diverse influx of visitors highlights the Philippines’ broad appeal to travelers from across the globe.
The surge in tourist arrivals has also translated into significant economic benefits for the country. Tourism receipts reached P282.17 billion from January to June, marking a 32.81 percent increase compared to the P212.47 billion recorded during the same period last year. This boost in revenue is a testament to the growing popularity of the Philippines as a travel destination.
Tourism Secretary Christina Garcia Frasco expressed optimism about the continued growth in tourist arrivals for the second half of the year. “We anticipate these numbers to increase, not only in terms of revenue generated but most importantly, in the number of Filipinos employed in tourism-related industries,” she said.
Secretary Frasco also highlighted various projects aimed at enhancing the country’s connectivity and improving the overall visitor experience. “Many projects aimed at improving the country’s connectivity and enhancing our visitors’ convenience are also in the pipeline to sustain the good work we have started,” she added.
The Philippines is targeting a total of 7.7 million international tourist arrivals for the entire year of 2024. With the positive momentum from the first half of the year, the DOT is confident that this goal is within reach.
As the Philippines continues to enhance its tourism infrastructure and promote its unique attractions, the country is poised to attract even more visitors, further solidifying its status as a top global travel destination.

Tracking the comeback of Philippine tourism
Tourism is getting back on foot after its expansion got blown by the coronavirus disease 2019 (COVID-19) lockdowns and travel restrictions. Although the number of visitor arrivals and domestic trips in the country has yet to reach their pre-pandemic levels so far, the relaxation of restrictions has somehow driven the industry to move forward.
Since the easing of the country’s border restrictions in February, the Philippines has welcomed two million visitors, according to the Department of Tourism (DoT).
As of Nov. 14, the department reported a total of 2,025,421 visitor arrivals to the country, 73.43% or more than 1.48 million of which are foreign tourists, while over 538,000 (26.57%) are overseas Filipinos.
Among these foreign tourist arrivals, 19.01% came from the United States of America, the highest number of foreign tourist arrivals count by country. South Korea followed with 14.10%, then Australia with 4.75%.
Canada, the United Kingdom, Japan, India, Singapore, Malaysia, and Vietnam completed the top 10 list of countries with the most tourist arrivals to the Philippines.
Visitor arrivals from February to September brought over P100.7 billion in revenues to the tourism sector, soaring 1,938.14% from the P4.94 billion recorded in the same period in 2021.
The two million visitor arrivals surpassed the DoT’s 1.7 million tourist projections, said Tourism Secretary Christina Garcia-Frasco.
“We therefore must meet this with the continued implementation of enabling mechanisms that will convey not only the country’s openness to welcome more tourists but also conduciveness to tourism business and livelihood opportunities for our fellow Filipinos,” she said in a statement.
In 2021, the Philippines recorded only 163,879 visitor arrivals, an 88.95% slump from the 1.48 million seen in the year prior, according to data from the DoT.
Meanwhile, the 2021 Philippine Tourism Satellite Accounts (PTSA) reported that demand for domestic tourism increased by 38.16% to more than 37 million trips last year. The top overnight destinations for local tourists were the National Capital Region, Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon), and Central Luzon.
Employment in tourism industries also increased by 4.6% in 2021, with 4.9 million employed individuals. Overall, tourism generated 11.1% of the country’s total employment in the previous year.
In addition, passenger transport has the highest share of employment among the tourism industries, accounting for 38.3%.
In 2021, the tourism sector’s contribution to the country’s gross domestic product (GDP) inched up to 5.2%, amounting to P1 trillion.
Philippine tourism is expected to reach pre-pandemic levels by 2024, as industry stakeholders told BusinessWorld in a report last June, though the demand could be challenged by certain factors such as high inflation.
The country welcomed over 8.26 million visitor arrivals back in 2019, while about 122 million domestic trips were tallied. The tourism sector’s share in the country’s GDP then was at 12.7% or P2.48 trillion.
Plans for tourism recovery
The DoT, last August, laid out its plans and programs for the recovery of the tourism industry. Among these were the establishment of tourist service rest areas, a Tourist Assistance Call Center, improvements in land and sea tourist facilities, the launch of a guest incentive system, ensuring visitors’ health and security, and the development of the Tourist Lifecycle App, among others.
Ms. Frasco shared that at least 10 tourist service rest areas would be set out in strategic locations in Luzon, Visayas, and Mindanao for this year. These areas would cater to visitors who need accommodation, information, safety, and security, as well as those looking for local products as there will also be a pasalubong center inside.
Meanwhile, the Tourist Lifecycle App would help tourists by linking them to accredited establishments for accommodation, shopping, food, rides to accredited transportation, tour operators, and tour guides.
The DoT has just launched the guest incentive system called “ Bisita Be My Guest” program, which will offer raffle prizes to overseas Filipino workers and overseas Filipinos who would invite foreigners to visit the country.
Ms. Frasco also shared that the DoT is working on the development of new regional tourism circuits, and cultural and heritage hubs. It also works on mechanisms that seek to improve tourism standards, product accreditation, and review of product audits to be at par with international tourism standards, identify and address gaps, and include emerging standards that address the needs of the modern traveler.
The department is also looking into setting forth innovative tourism services like hop-on and hop-off buses in key tourism destinations as well as international and local river cruises.
“There is much work that needs to be done. Our greatest challenge now is to not only to grow the industry back to its pre-pandemic level, which used to hold more than 12% of the country’s total gross domestic product, but to exceed our previous position and take a primary tourism position in the ASEAN (Association of Southeast Asian Nations) and globally as that is the birthright of every Filipino,” the Tourism Secretary said.
“We anticipate that with the gradual recovery of the tourism industry, this industry will once again become one of the major drivers of the national economy, and a major contributor to our gross domestic product,” she added. — Chelsey Keith P. Ignacio

Philippines tourism recovery continues to peak with over two million arrivals
The Philippines has already received over two million international visitors this month, the Department of Tourism (DoT) reported on April 24.
The country’s tourism receipts from January 1 to March 31 also reached around 157.62 billion pesos (US$2.73 billion), an estimated 120.70 per cent recovery rate from the 130.59 billion pesos revenue gained from the same period in 2019 or the milestone year for Philippine tourism before the global lockdowns and industry standstill.
Based on DoT’s monitoring data, as of April 24, 2024, a total of 2,010,522 international visitors entered the country, with 94.21 per cent (1,894,076) of the country’s total international arrivals delivered by foreign tourists, while 5.79 per cent (116,446) are overseas Filipinos. This is 15.11 per cent higher than the international arrivals recorded in the same period last year pegged at 1,746,630.
South Korea maintains its spot as the Philippines’ top source market in terms of inbound visitor arrivals with 27.19 per cent (546,726), followed by the US at 15.71 per cent (315,816), China with 6.49 per cent (130,574), Japan with 6.13 per cent (123,204), and Australia with 4.38 per cent (88,048). Ranking from sixth to tenth are Canada, Taiwan, the UK, Singapore, and Germany, respectively.
The country is targeting to welcome 7.7 million international visitors this year, near its pre-pandemic record-breaking achievement in 2019 which ended with an estimated 8.26 million inbound visitor arrivals.
“The Department of Tourism sees a positive trajectory for the country’s international tourist arrivals this year. We are hopeful that with more investments in tourism infrastructure as well as much needed increase in connectivity as well as improvements in air, land, and sea infrastructure and accessibility, the numbers can further increase,” commented tourism secretary Christina Garcia Frasco.

DOT records 4.08-M tourist arrivals since January 2024
Around 4.08 million foreign tourists arrived in the country since Jan. 1 this year, the Department of Tourism (DOT) disclosed on Wednesday, Sept. 11.
DOT Secretary Christina Garcia-Frasco said the registered tourist arrivals is already half-way of the target 7.7 million for 2024.
"Despite a remaining shortfall of 3.61 million visitors to meet the annual target, the tourism sector shows strong signs of recovery," said Frasco during a forum moderated by former senator Joey Lina at the Manila Hotel on Wednesday.
Tourism revenues from January to August 2024 have reached P362 billion, reflecting an 11.17 percent increase over pre-pandemic levels.
“This financial rebound underscores the ongoing global interest in the archipelago and indicates a full recovery to pre-COVID levels,” Frasco said.
Frasco attributed the DOT's success to innovative strategies that go beyond traditional marketing.
“We are introducing new and immersive experiences that allow visitors to truly connect with the essence of the Philippines,” she noted, highlighting the department's commitment to experiential tourism and its diverse offerings.
Travel mart
In an effort to promote domestic tourism, Frasco encouraged residents to explore local destinations and take advantage of travel expos like the Philippine Travel Mart (PTM) for exclusive discounts on tour packages.
“The PTM has become a crucial platform for showcasing our extensive tourism offerings to international markets and solidifying our status as a top travel destination,” she added.
The PTM, which concluded on Sept. 8, featured approximately 300 exhibitors, including airlines, hotels, resorts, travel agencies, tour operators, and DOT regional offices.
Data from the Philippine Tour Operators Association (PHILTOA) indicates that last year’s PTM facilitated bookings to both popular and emerging destinations within the Philippines, such as the Spratly Islands and the Bangsamoro Autonomous Region in Muslim Mindanao.
“This year, participants will also present travel packages to international destinations across Asia, the US, Europe, and Australia,” Frasco said.
The 2023 PTM attracted around 60,000 visitors and generated P240 million in sales.

THE PHILIPPINES RECORDS 1.2M INTERNATIONAL TOURISTS IN FIRST TWO MONTHS OF 2024
BERLIN, Germany — The Department of Tourism (DOT) on Tuesday (Mar. 5) expressed confidence in sustaining the country’s tourism gains under the Marcos administration, with international visitor arrivals to the Philippines breaching the 1.2-million mark in just a little over the first two months of 2024.
Tourism Secretary Christina Garcia Frasco made the announcement at the Philippine Pavillion at the Internationale Tourismus-Börse (ITB) 2024 Convention in Berlin, Germany.
“I would like to express my profound gratitude first to all our Philippine sellers who continue to champion Philippine tourism. As of today, [March 5], the Philippines has received over 1.2 million international visitors: a robust indication of the future of Philippine tourism. Cheers to all the reasons to celebrate and Love the Philippines,” enthused Secretary Frasco as she offered a toast to the successful first day of the country’s participation in the ITB 2024.
Based on the DOT’s report for January to March 2024 as of March 5, international tourist arrivals to the Philippines have tallied 1,227,815.
Foreign tourist arrivals took the lion’s share, with 1,160,129 or 94.49 percent. Meanwhile, 67,686 or 5.51 percent consist of Overseas Filipinos (OFs).
According to Tourism Secretary Christina Garcia Frasco, this is 22.86 percent higher than the 999,390 arrivals received by the country in the same period in 2023.
In terms of international visitor arrivals, South Korea remains the country’s top source market for visitors with 349,956 or 28.50 percent of the total, followed by the United States of America (USA) with 195,603 or 15.93 percent, China with 85,876 (6.99%), Japan with 73,159 (5.96%), and Canada landing on the fifth spot with 50,555 (4.12%).
Meanwhile, Australia took the sixth spot with 50,488 (4.11%), Taiwan with 42,955 (3.50%), United Kingdom with 30,507 (2.48%), Singapore with 25,253 (2.06%), and Germany with 20,816 (1.70%).
Notably, the DOT is also seeing an increase in terms of estimated visitor receipts.
Based on data from the Visitor Sample Survey, estimated visitor receipts for January 2024 have totaled USD 652.26 million, or 4.84 percent higher than the USD 622.14 million recorded in January 2023.
It may be recalled that in 2023, the Philippines received over 5.45 million international visitor arrivals, successfully breaching the 4.8 million arrivals target set by the industry. This year, the country has a baseline target of 7.7 million arrivals.
Love for the Philippines at the ITB 2024
The tourism chief is in Germany to lead the DOT and the Tourism Promotions Board (TPB) Philippines in bringing the country’s biggest delegation yet to the ITB 2024, the world’s largest travel trade show.
Close to 60 delegates composed of co-exhibitors from the public and private sector joined the delegation led by Secretary Frasco and TPB Philippines Chief Operating Officer (COO) Margarita Nograles, including representatives from hotel and resort enterprises, destination management companies, travel and tour agencies, government agencies such as the Philippine Retirement Authority (PRA) and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), as well as the local government units of Bohol, Camiguin, Siquijor, and Sipalay, Negros Occidental.
The Philippine pavilion, designed with local elements from mother of pearl to bamboo print weaves, hosted business-to-business (B2B) meetings of the participating sellers from 28 private companies and booth visitors from different regions of the world, ensuring that the presence of the Philippines is sustained for its various important international visitor source markets.
The spotlight was placed on the award-winning destinations of the Philippines and hidden gems from the islands of Luzon, Visayas, and Mindanao, including Bohol, Siquijor, Cebu, Camiguin, and Ilocos Sur.
The Loboc Children’s Choir from Bohol and Kalumon Performers from Davao are a big hit to participants visiting the Philippine Booth at the ITB 2024.
Visitors also enjoyed the experience of wearing traditional Filipino baro’t saya created by designer Avel Bacudio while posing with the heritage city of Vigan in Ilocos Sur as backdrop.
In her speech during the opening ceremony, Secretary Frasco highlighted that the goal of the country’s participation to the international event is to give “the best foot forward for the Philippines” toward the journey of transformation, a mandate that has been given by President Ferdinand R. Marcos, Jr. in positioning the country as Asia’s next tourism powerhouse.
“This is a coming together of the entire nation to rally for the Philippines by bringing the Philippine delegation to ITB Berlin to showcase our world-renowned destinations, our emerging and key destinations, and to remind the world that the Filipino story has yet to be told through the work of our local artisans and makers, our communities, our megabiodiversity of which we are truly blessed,” the tourism chief said.
“Our presence at ITB Berlin underscores our shared commitment to elevating and expanding the demand for Philippine tourism. As one united Philippines delegation, we will showcase to the world the very best qualities of the Philippines—our distinct culture, our unique product offerings, and of course, our greatest asset—the warmth and love of the Filipino people,” she added.
Secretary Frasco noted that through the collective effort of tourism stakeholders from the private and public sectors, employment opportunities are being made available for Filipinos.
“Thank you for your never-ending belief in the potential of Philippine tourism. By your work, we are hopeful that tourism shall continue to provide livelihood and employment to our fellow Filipinos and extend opportunities all over the country,” the Secretary said as she addressed the stakeholders that make up the Philippine delegation at the ITB 2024.

- Tourist arrivals Philippines 2023, by country of residence
South Korea was the biggest market for international tourists arriving in the Philippines in 2023, with about 1.44 million travelers. Tourists from the United States came in second, reaching roughly 900,000.
Post-pandemic tourism recovery
The number of tourist arrivals significantly shows signs of recovery in 2023, at 5.5 million, after the disruptions caused by the onset of the COVID-19 pandemic in 2020. During the pandemic, foreign tourist arrivals dropped to merely 1.5 million people from more than eight million in the previous year. Surprisingly, this figure was even lower in 2021, which was just 0.16 million tourists. The tourism department expects to receive 7.7 million international visitors by 2024.
The state of domestic travel
While foreign tourist arrivals struggled during the pandemic, domestic tourism in the Philippines experienced fewer setbacks. In 2022 alone, about 40 million overnight travelers were recorded, the majority of whom were domestic travelers. Cebu Pacific carried the highest number of domestic passengers in 2023, with PAL Express carrying just about half of the former's passenger volume.

Seizing the Philippines’ tourism potential
The Philippines is among the top tourist destinations in the world, making tourism a major contributor to its economy. In 2023 , the tourism sector posted an 8.6% contribution to the Philippine Gross Domestic Product. The number not only show tourism’s impact, but it also affirms the potential of the Philippines as a prime hub for meetings, incentive travel, conferences and exhibitions (MICE) tourism industry.
Expanding horizons with MICE The MICE industry is geared towards planning, organizing, and implementing business events.
Leveraging its status as an outstanding travel hotspot, the Philippines has been actively positioning itself as a premier destination for MICE. Aside from its popular tourism offerings, the country is also home to numerous convention centers located in strategic areas across the nation. May it be for small groups or large-scale receptions, organizers and venue seekers have many options ready for the task.
Some MICE destinations that the Philippines has to offer include Manila, Cebu, Davao, Iloilo, Bacolod, Clark, and the Subic Bay Freeport. These hotspots offer exceptional tourism products and services, as well as vast opportunities for business. Not only that, they also have consistently growing local economies that attract investors.
Other localities are also working hard to seize opportunities in the MICE industry. For instance, Iloilo has been gaining ground by building roads, a modern airport, and multiple commerce spaces in the last two decades. In 2015, it established the Iloilo Convention Center, fostering the growth of the MICE industry in the city.
Central Luzon is not one to get left behind. In fact, the recently concluded Philippine MICE Conference 2024 (MICECON 2024) was held at the SMX Convention Center Clark in Pampanga from July 10 to 12. Following the theme “MICE XD: Xperience Diversified”, the event underscored the significance of technology, inclusion, and diversity in shaping the industry’s future. Subject experts led discussions and covered topics including artificial intelligence, crisis recovery and reputation management, inclusive event planning, digital marketing and the appeal of in-person experiences, as well as training and upskilling of the tourism workforce.
Spotlight on Clark This is the second time that Clark hosted the prestigious convention. In her opening message , Tourism Secretary Christina Garcia Frasco said: "Clark’s selection as the host of MICECON 2024 is a recognition of its readiness and potential as a premier MICE destination. The Clark Freeport Zone’s accessibility, state-of-the-art conference venues, and comprehensive support services are very well prepared to welcome all the participants of MICECON 2024.”
It first hosted the event in 2014, an experience which planted the possibilities for its economic future with tourism and MICE. Poised as the ultimate tourism destination in Central Luzon, the 4,400-hectare Clark Freeport Zone was developed with business and tourism as its primary goals.
Location played an important role in its positioning as a prime MICE hub. Strategically situated only 80 kilometers north of Metro Manila, Clark is accessible via the North Luzon Expressway. It also serves as a gateway to Northern and Central Luzon via the Clark International Airport, which currently flies to ten international and six domestic destinations. Being only two to four hours away via air travel to other major Asian destinations, this aerotropolis is also a natural entry point to the Asia Pacific Region.
Infrastructure-wise, Clark is home to an assortment of facilities that are up-to-spec for high-end and IT-enabled industries, aviation, logistics enterprises, and tourism—including MICE. It currently has 80 convention or meeting facilities, 3,608 rooms and villas, and 146 dining establishments. To improve Clark’s portfolio, expansion of existing facilities and construction of new ones are either being planned or already in progress. A train system connecting Clark to its adjacent regions is also underway.
Clark today is the result of years of careful planning and painstaking work by everyone who collaborated for its development—the locals, the government, and the public and private sectors. A showcase of success, Clark leads the way for other localities that also hold the potential to succeed with MICE.
Go for MICE For our local economies, the MICE industry brings employment opportunities, profit, and business growth. But more importantly in the grander scheme of things, it helps put the Philippines in the global spotlight, opening more opportunities for international trade, as well as knowledge and technology exchanges.
According to Grand View Research, a market research and consulting company based in India and the US, the Asia-Pacific MICE market in 2023 was valued at $183.47 billion, and projections expect it to grow 10% by 2030. This shows that there is much to gain from developing the Philippines’ capability to host the MICE sector.
Acknowledging its valuable contributions, Tourism Secretary Frasco emphasized: "By positioning the Philippines as a premier MICE destination, we foster economic growth and provide invaluable opportunities for our people.”
With sufficient support and collaboration between stakeholders, the future is bright for the Philippines as a premier MICE destination.

M.I.C.E.CON is organized by the Tourism Promotions Board, an attached agency of the Department of Tourism, that is tasked to promote the Philippines as a world-class tourism and MICE destination. The event gathers MICE professionals for an opportunity to learn new global trends in business meetings, to network with other MICE experts, and to explore the host location’s facilities.
